Lima – The Congress of Peru has officially named Mexican President Claudia Sheinbaum as persona non grata, marking a notable escalation in diplomatic friction between the two nations. This decision follows Mexico's decision to grant asylum to former Peruvian Prime Minister Betssy Chávez, who faces charges stemming from a 2022 coup attempt.
The resolution was passed with a vote of 63-33, reflecting Peru's clear condemnation of Mexico's actions. Chávez, who denies involvement in ex-President Pedro Castillo's attempt to dissolve Congress, is currently seeking refuge in the Mexican embassy in Lima. Peruvian prosecutors have called for a 25-year prison sentence for Chávez, having previously imprisoned her in June 2023 and released her on bail in September.
Peruvian legislators have accused President Sheinbaum of having connections to drug trafficking, although these allegations lack substantiation. This declaration comes only days after Peru ended diplomatic relations with Mexico, heightening the tensions already present between the two countries.
Peruvian Foreign Minister Hugo de Zela remarked that legal experts are examining the 1954 Caracas Convention on diplomatic asylum, the basis Mexico cited for granting asylum to Chávez. De Zela criticized Mexico for attempting to "portray the perpetrators of the coup as victims" and accused both current and former Mexican leaders of meddling in Peru's domestic affairs.
Mexico insists that the asylum granted to Chávez adheres to international law and has dismissed Peru's accusations of unfriendly conduct. This diplomatic spat dates back to 2022 when Lima expelled Mexico’s ambassador after asylum was granted to Castillo’s wife and children following his arrest.
Sheinbaum's designation as persona non grata highlights increasing tensions in Latin American diplomacy, illustrating the intricate relationship between internal political issues and international relations. Analysts indicate that this action may have far-reaching effects on regional cooperation and bilateral dealings between Mexico and Peru.
As developments occur, both countries navigate a difficult road towards reestablishing diplomatic dialogue amidst domestic political challenges and global attention.
