Jerusalem: Lieutenant General Eyal Zamir, the chief of Israel's armed forces, has urged for a detailed and thorough investigation into the flaws that facilitated the October 7, 2023 assault by Hamas, which marked a tragic moment in the nation's history. This appeal emerges amid increasing demands for an independent review of the security and intelligence failures that preceded the incident.

Zamir's request closely follows a report from a dedicated expert committee he appointed to evaluate how the Israel Defense Forces (IDF) managed the situation internally. While the report concludes the IDF's internal review, it emphasizes the necessity for a wider examination involving various agencies.

“The report from the expert committee represents a crucial move towards obtaining the comprehensive insights we need, both as a society and as a military body,” Zamir remarked. “To prevent future incidents, a broader, systemic inquiry is imperative—one that looks at inter-agency cooperation and decision-making at every level.”

This demand for accountability has reignited public discourse within Israel. Recent surveys show overwhelming bipartisan support for the establishment of a national commission to investigate the responsibilities tied to the October 7 failures, which tragically resulted in the loss of 1,221 Israeli lives, most of whom were civilians, and led to Israel's ongoing operations in Gaza.

Despite escalating pressure from the public and political spheres, Prime Minister Benjamin Netanyahu's administration has resisted establishing a state commission, suggesting that inquiries of this nature should wait until after the conflict in Gaza resolves. Per Israeli law, only the government can sanction such a commission, though appointments must be made by the Supreme Court.

Netanyahu's right-leaning coalition has been vocal about alleged political biases within the Supreme Court, further straining relations between the judiciary and the government prior to the conflict. Detractors argue that the hesitancy to initiate a national inquiry reflects fears within political leadership regarding liability for significant intelligence and operational failures that enabled the Hamas assault.

During a parliamentary meeting on Monday, Netanyahu rebuffed opposition calls for a formal investigation, claiming they aim to politicize this tragedy. Instead, he proposed forming an investigative body “in alignment with national consensus,” reminiscent of the 9/11 Commission in the United States—a proposal swiftly rejected by opposition members.

The expert committee's findings disclosed that Israeli forces had access to “high-quality, exceptional intelligence” regarding Hamas activities before the attack. However, despite these alerts, no significant actions were taken to bolster preparations or adjust troop placements. The report indicated that these failures were not random but indicative of “long-standing systemic and operational shortcomings” within the military.

An earlier investigation by the IDF acknowledged a “complete failure” to avert the October 7 event, admitting an underestimation of Hamas's operational capabilities over many years.

The October 7 attack, featuring mass infiltrations, rocket launches, and hostage situations, has become a national wound for Israel. This triggered extensive retaliatory actions in Gaza, leading to over 69,000 Palestinian fatalities, as reported by local authorities.

As Israel endeavors to navigate the repercussions of the attack and the ongoing conflict, Zamir's call for a systemic probe adds pressure on the government to act transparently and ensure that the lessons from the October 7 event are never overlooked.
