Qatar Advocates for Safe Navigation and Constructive Dialogue in Global Waters

The State of Qatar has reiterated the significance of freedom of navigation within international waters as a fundamental tenet of international law. It emphasized that sincere dialogue, adherence to legal frameworks, and amicable relations among nations are vital for resolving global conflicts and averting detrimental outcomes.

This assertion was made by Qatar’s Permanent Representative to the United Nations, Sheikha Alya Ahmed bin Saif Al-Thani, during a high-level debate at the United Nations Security Council concerning the safety and protection of maritime routes.

She pointed out that the timing of this discourse is critical, with threats to international waterways escalating beyond conventional challenges. Such dangers are impacting global peace, security, and economic stability, particularly in crucial passages like the Strait of Hormuz.

Qatar reaffirmed that the freedom of navigation is a central doctrine under the 1982 United Nations Convention on the Law of the Sea. It also referenced UN Security Council Resolution 552 (1984), urging all nations to honor free movement in international waters and uphold the territorial integrity of coastal states.

Discussing recent incidents in the Strait of Hormuz, Qatar highlighted the need for compliance with UN Security Council Resolution 2817. This resolution, submitted by Bahrain representing GCC nations and Jordan, denounced aggressions targeting Qatar and neighboring states, labeling them as breaches of international law and threats to global peace.

Furthermore, the resolution warned against blocking or disrupting navigation in the Strait of Hormuz, affirming that such activities pose grave dangers to international security and commerce.

Qatar further stressed the importance of protecting maritime routes and safeguarding global supply chains through adherence to international law. It also acknowledged Pakistan's mediation efforts that contributed to a ceasefire between the United States and Iran, underscoring the necessity of respecting this truce to foster a peaceful atmosphere for dialogue and secure navigation in essential waterways.

In summary, Qatar reiterated its unwavering commitment to diplomatic solutions and peaceful initiatives. It highlighted that dialogue, mutual respect for international law, and cooperation among nations are key to sustaining global stability and ensuring maritime security.
