Uzbekistan Launches Zero Bureaucracy and AI Training Programs

President Shavkat Mirziyoyev of Uzbekistan and UAE Minister of Cabinet Affairs Mohammed Al Gergawi attended the launch of two major initiatives: the “Zero Government Bureaucracy Programme” and the “Five Million Uzbek AI Prompt Engineers Initiative.” These programs were introduced during the Uzbekistan Zero Bureaucracy Forum and Uzbekistan Artificial Intelligence Forum in Tashkent, organised jointly by the UAE and Uzbekistan as part of their ongoing strategic partnership.

The forums brought together ministers, officials, and experts from both countries to discuss best practices in government efficiency and the use of artificial intelligence in public administration. The events highlighted success stories from the UAE in reducing bureaucracy and improving government services, which served as a model for Uzbekistan’s Zero Bureaucracy Programme. This initiative focuses on simplifying administrative procedures, reducing unnecessary paperwork, and improving the efficiency and responsiveness of government services.

The Zero Bureaucracy Forum emphasised that reducing administrative hurdles will help improve citizens’ experience, encourage innovation in government institutions, and contribute to economic and social growth. By adopting modern practices, Uzbekistan aims to enhance government performance and support the country’s development goals.

The Artificial Intelligence Forum featured the launch of the “Five Million Uzbek AI Prompt Engineers Initiative.” This program aims to train five million people in AI prompt engineering skills within three years. The initiative focuses on building a skilled workforce, promoting innovation, and accelerating economic growth through technology and AI-driven solutions. During the forum, UAE and Uzbek officials shared knowledge on AI applications in education, public services, and other vital sectors. Interactive sessions also explored AI’s role in personalised learning, skill development, and innovative solutions for government services.

The partnership between the UAE and Uzbekistan in government modernisation began in 2019 and has expanded over the years. In 2021, the agreement was renewed for six years, supporting cooperation in various sectors including digital transformation, leadership development, industrial growth, social development, health, statistics, and urban planning. The collaboration also aligns with Uzbekistan’s Vision 2040, helping the country adopt global best practices in governance, technology, and education.

Both forums highlighted the importance of adopting innovative approaches and leveraging global expertise. The UAE shared its experience in improving citizen satisfaction, implementing efficient government processes, and using technology to modernise services. The joint initiatives aim to strengthen the skills of government employees, promote digital innovation, and position Uzbekistan as a regional leader in efficient administration and AI adoption.

The launch of these programs reflects the strong partnership between the UAE and Uzbekistan in modernising government work, supporting sustainable growth, and preparing the country for future challenges. The Zero Bureaucracy Programme and AI training initiative are expected to bring lasting improvements in public services, citizen satisfaction, and economic development, marking a significant step forward in Uzbekistan’s digital and administrative transformation.
