KIEV — Ukrainian officials have leveled formal charges against Timur Mindich, a close confidant of President Volodymyr Zelensky, accusing him of masterminding a corruption scheme worth $100 million within the nation’s energy sector, intensifying a political scandal in these tumultuous times.
The allegations, made public on November 12, 2025, emerge amid rising tensions over reported embezzlement activities within Ukraine's energy industry, significantly impacted by Russian attacks since February 2022. Authorities claim that the operation involved laundering funds while exploiting Mindich’s ties to President Zelensky.
“Mindich had control over the acquisition, distribution, and legitimization of funds garnered from criminal activities within the energy sector,” stated a prosecutor from the Specialized Anti-Corruption Prosecutor's Office (SAPO). The prosecutor asserted that Mindich allegedly leveraged his relationship with Zelensky to conduct illicit activities.
Additionally, Justice Minister German Galushchenko, a previous energy minister, has been implicated in the case, accused of receiving personal advantages for managing financial flows in the sector. Ukrainian officials assert that the fraudulent scheme has impacted millions in public resources at a time when the nation is grappling with substantial energy shortages due to ongoing Russian attacks.
In the aftermath of a 15-month investigation by the National Anti-Corruption Bureau (NABU), five people were arrested, and seven were charged. NABU revealed that Mindich had fled Ukraine shortly before authorities conducted raids at significant locations linked to the energy sector scandal.
Mindich co-owns Kvartal 95, a media production firm established by Zelensky prior to his political career. This case has heightened scrutiny over the president's inner circle and triggered public outcry among citizens who are already dealing with power outages and infrastructure damage.
Ukraine's European Union ambitions heavily depend on tackling systemic corruption. Previous attempts by Zelensky to consolidate anti-corruption institutions under government oversight faced criticism from both the public and European bodies. The recent allegations against Mindich could further jeopardize Ukraine’s international standing and domestic stability.
As investigations progress, Ukrainian authorities stress the need for transparent legal proceedings to rebuild public confidence and guarantee accountability within the country’s energy sector during wartime.
