Kyiv, Ukraine – A significant political upheaval is unfolding in Ukraine as Energy Minister Svitlana Grynchuk and Justice Minister Herman Halushchenko have stepped down due to an extensive corruption inquiry in the energy sector. President Volodymyr Zelensky announced their resignations on Wednesday in response to growing public and institutional demand for accountability.
The unfolding scandal originates from a 15-month investigation led by the National Anti-Corruption Bureau of Ukraine (NABU) in conjunction with the Specialized Anti-Corruption Prosecutor’s Office (SAP), which unveiled an alleged embezzlement scheme estimated at $100 million (£76 million). This corruption scandal implicates contractors associated with the national nuclear entity Enerhoatom and various senior officials within the Ukrainian government.
According to reports, Justice Minister Halushchenko and other top officials accepted kickbacks from companies involved in constructing fortifications designed to shield energy infrastructures from Russian assaults. The inquiry has drawn in notable figures like former Deputy Prime Minister Oleksiy Chernyshov and Timur Mindich, co-owner of Zelensky’s previous media venture Kvartal95, who is reportedly outside the country now.
While Halushchenko claims he will contest the allegations against him, Grynchuk asserted on social media that her professional conduct remained entirely lawful.
NABU has disclosed that the scheme involved systematic kickbacks ranging from 10–15% from contracts awarded to Enerhoatom, with illicit earnings being laundered through various offices in Kyiv. Prosecutors have suggested that some of these proceeds may have been funneled abroad, including to Russia. As part of the ongoing probe, evidence showing cash-stuffed bags has been disclosed.
This scandal arises during a critical period for Ukraine's energy sector, which is already under considerable pressure due to intensified Russian strikes on essential substations and nuclear facilities, adding to the distress caused by corruption allegations.
The situation raises renewed concerns regarding Ukraine’s commitment to anti-corruption reforms, which are vital for preserving the country’s status as an EU candidate. Past responses to measures curtailing the independence of NABU and SAP have led to nationwide protests, attracting severe criticism from G7 and EU representatives.
The unfolding developments have renewed scrutiny on President Zelensky, challenging public faith in his administration’s commitment to transparency and reform amidst ongoing wartime circumstances.
