The United Nations Security Council has given the green light to a new resolution that sets up a transitional administration in Gaza while permitting the introduction of an International Stabilization Force. This resolution, put forth by the United States as a component of President Donald Trump’s 20-point peace initiative for Gaza, received approval on November 17, 2025, with 13 votes in favor. Both Russia and China chose to abstain, while no member vetoed the measure.

The resolution mandates that the international force will bolster security, aid in border management, coordinate humanitarian assistance, and collaborate closely with Egypt, Israel, and a vetted Palestinian police contingent. It further defines conditions for a “credible pathway” towards Palestinian self-determination and eventual statehood, contingent upon the implementation of governance reforms and progress in Gaza's reconstruction.
