The U.S. Senate again failed to secure passage of a temporary funding measure on Tuesday, marking the 14th unsuccessful effort to end the federal government shutdown. If unresolved, the shutdown could exceed the 35-day span recorded in 2018–2019 and become the longest in U.S. history.
In a 54-44 vote, senators supported the House-approved “clean” continuing resolution to fund federal operations through November 21, but the measure fell short of the 60 votes required to overcome a filibuster in the upper chamber, leaving government financing unresolved.
The shutdown has disrupted multiple sectors, including aviation, healthcare and food-assistance programs, affecting millions of Americans and increasing strain on the national economy. The Congressional Budget Office has warned that an eight-week extension of the shutdown could trim roughly $14 billion from economic output.
Political leaders traded blame over the impasse. Senate Majority Leader John Thune faulted Democrats for the stalemate and its effect on the public, while Senate Minority Leader Chuck Schumer pointed to Republican actions for pushing up healthcare costs amid the Affordable Care Act open enrollment period that began on November 1. Analysts caution that, as enhanced subsidies expire, premiums could climb by about 30 percent next year.
Food assistance programs have been hit hard. The Supplemental Nutrition Assistance Program (SNAP), which supports about 42 million Americans, has seen only temporary funding through emergency interventions after court action; full benefit distribution may still take weeks or months. President Donald Trump has said benefits will resume once Democrats agree to reopen the government.
Public frustration with Congress is growing. A Gallup poll indicates legislative approval has fallen to roughly 15 percent, with nearly 80 percent of adults unhappy with how lawmakers are handling the shutdown. Observers say the standoff is heightening concerns over healthcare access, food security and economic stability while eroding trust in the government’s capacity to manage priorities.
The ongoing shutdown underscores sharp partisan divisions in Washington, leaving critical services suspended and millions of citizens affected nationwide.
