Vietnam to Allow Self-Printing of Tax Stamps for Alcohol and Tobacco

The Ministry of Finance in Vietnam has introduced a significant reform regarding the management of electronic tax stamps for alcohol and tobacco products. A draft circular has been proposed that outlines a gradual shift, enabling businesses, organizations, and individuals to produce their own electronic tax stamps.

Currently, the processes surrounding the printing, issuance, and management of these electronic stamps adhere to regulations established by the Ministry. These rules are expected to remain similar regarding stamp design and usage, ensuring consistency in the operational framework.

A key component of this proposal is the establishment of a roadmap that shifts the onus of printing tax stamps from government bodies to the businesses themselves. At present, the Customs Department manages stamps for imports, while the Tax Department oversees those for locally produced alcohol and tobacco.

According to the draft, from January 1, 2027, companies and authorized entities will have the ability to print their own electronic tax stamps. This shift is poised to enhance decentralization and operational accountability for both producers and importers.

The full transition is scheduled for implementation on January 1, 2028, at which time it will be mandatory for businesses to print their own stamps. Consequently, government agencies will cease printing and issuing these electronic tax stamps.

Officials have stressed that businesses are required to adhere to specified formats and maintain comprehensive printing contracts. They will also bear the responsibility for tracking stamp usage and providing pertinent data to regulatory authorities, ensuring compliance and transparency.

This reform aims to boost efficiency, lessen administrative burdens, and promote accountability within the framework. Strict guidelines will still be enforced to avoid any misuse, including bans on unauthorized trading, transfer, or destruction of electronic stamps.
