Abu Dhabi is advancing rapidly toward becoming the world’s first fully AI-native government. The Department of Government Enablement (DGE) announced that artificial intelligence is now operating at scale across all government departments. This development comes as the emirate prepares to launch TAMM 4.0, its next-generation AI-powered government services platform, at GITEX Global 2025 in October.
Introducing TAMM 4.0
TAMM 4.0 is designed to simplify interactions between citizens, residents, businesses, and the government. The platform shifts traditional processes toward proactive, personalised, and predictive services that adapt to life events. According to DGE, it is the most advanced AI-native government platform deployed anywhere in the world, providing seamless and efficient public service delivery.
Advanced Capabilities of the Platform
The platform integrates multiple AI technologies, including intelligent orchestration of services across departments, predictive delivery through machine learning, and contextual AI assistance in over 15 languages. It also features predictive decision-making for routine approvals and compliance checks, reducing paperwork for residents while enabling government employees to focus on complex, human-centred tasks.
His Excellency Ahmed Tamim Hisham Al Kuttab, Chairman of DGE, said that TAMM 4.0 reflects Abu Dhabi’s vision for an intuitive and intelligent government. “Our goal is to help build a government that feels as simple and responsive as the technology people use every day. TAMM 4.0 demonstrates this vision in action,” he said.
AI Already Transforming Services
Abu Dhabi has implemented over 100 AI use cases across more than 40 government entities. These include real-time compliance monitoring, predictive resource allocation, and multilingual service delivery. AI tools also track life events such as business openings or family changes, automatically triggering relevant services without the need for applications.
Citizen Engagement Through AI Majalis
DGE has launched AI Majalis to engage citizens and residents directly in discussions about AI applications and ethics. Inspired by the traditional Emirati majlis, these forums build awareness, promote trust, and prepare the community for a digital future while preserving cultural traditions.
Workforce Transformation
More than 95 per cent of Abu Dhabi’s 30,000-plus civil servants have completed AI training. The programme covers technical knowledge, ethical AI use, and responsible implementation frameworks. Chief Data and AI Officers have been appointed in every government entity to oversee adoption, governance, and innovation. This ensures technology is implemented responsibly and supports career growth while maintaining a human-centred public service.
Government Digital Strategy 2025–2027
Abu Dhabi’s Government Digital Strategy aims for a fully AI-native government by 2027, backed by an AED 13 billion investment. The strategy focuses on five pillars: complete AI integration, 100 per cent sovereign cloud adoption, data-driven decision-making, a unified digital framework, and strong cybersecurity measures.
The emirate envisions an AI-enabled ecosystem that learns from interactions, predicts community needs, and evolves continuously. By combining advanced technology with ethical frameworks and citizen engagement, Abu Dhabi aims to set global standards for inclusive, transparent, and efficient digital governance.
