The Assam government has announced a temporary suspension of the land survey for a planned satellite township near the Tata semiconductor manufacturing site in Morigaon district. This decision follows significant protests by tribal communities who fear the loss of their land and the infringement of their protected rights.
While the semiconductor facility itself has garnered support for its potential to drive industrial growth and increase job opportunities, apprehensions have escalated regarding how the proposed township could affect local tribal villages.
Anamika Tewari, the District Commissioner of Morigaon, issued an official order canceling all ongoing survey activities related to the rehabilitation process. This move comes in response to protests voiced by various organizations and residents opposed to the project.
Survey efforts had commenced in the villages of Sindhisar and Naladhara within the designated Gobha Tribal Belt. Residents expressed concerns that the satellite township could lead to forced displacement, loss of ancestral lands, and erosion of existing protections under Assam’s land regulations.
Demonstrations have been organized by tribal organizations, including the All Tiwa Students’ Union, demanding a complete retraction of the township proposal. Protesters emphasize that tribal communities in protected regions should be safeguarded from displacement in the name of industrial progress, urging the government to seek local consent.
This issue arises at a pivotal moment for Assam’s industrial goals. The Tata semiconductor facility in Jagiroad is positioned as one of the largest investments in Northeast India and a key element in India's semiconductor manufacturing ambitions. Once operational, the facility is expected to yield nearly 48 million semiconductor chips daily.
Political analysts suggest that the government must strike a delicate balance between facilitating industrial growth and respecting tribal rights and community concerns. Experts assert that while the project could revolutionize Assam’s economy, successful implementation hinges on transparent communication, equitable rehabilitation measures, and safeguarding indigenous populations.
Furthermore, analysts point out that land disputes remain a significant bottleneck for infrastructure and industrial endeavors throughout India. The Assam government plans to engage in further talks with tribal groups before making a decision on the fate of the township proposal.
