Veterans in Canada Face Repayment Requests Exceeding $65K

Close to 100 veterans in Canada are now being instructed to refund substantial amounts of benefits, some dating back over five years. These notifications are from Veterans Affairs Canada (VAC), which alleges that the veterans did not declare additional income, including amounts received from the Canada Pension Plan.

Since October, at least 90 letters have been dispatched to veterans benefitting from the Income Replacement Benefit. The communications indicate that these individuals owe funds due to undisclosed income. However, many veterans assert that they accurately reported all income changes and were assured by VAC that their records were reliable and current.

Angus Cameron, a Navy veteran who often helps fellow veterans during challenging times, described the circumstances as troubling. “I’ve never witnessed so many veterans suddenly receiving overpayment notifications — sometimes totaling thousands of dollars,” he remarked.

A veteran from New Brunswick reported receiving a notice claiming he owes over $65,000 for benefits dating back to April 2019. Another veteran in Quebec is facing repayment of nearly $70,000, including an initial payment of $3,600 due this month, after being informed that his disability income was “not considered.”

Veteran advocates and support organizations have criticized VAC’s approach toward these repayments, arguing that veterans should not bear the brunt of mistakes made by the department. Many propose annual reviews of benefits to forestall the accumulation of debts over the years.

Experts highlight that the complexities involved in VAC's system can endanger vulnerable veterans, particularly those grappling with post-traumatic stress disorder (PTSD) or other service-related health complications. Cameron reiterated the necessity for a more compassionate stance, stating, “Veterans deserve support and understanding, not unexpected bills that can exacerbate their stress.”

This recent surge in repayment demands underscores persistent concerns regarding the administrative procedures of Veterans Affairs Canada and the financial and emotional toll it could impose on former service members across the nation.
