Prime Minister Mark Carney has outlined the parameters for Canada’s shifting relationship with China as the government aims to broaden its trade links.
Earlier this year, he referred to China as one of Canada’s principal security risks. Recently, he called for a reestablishment of relations with Beijing, particularly as the Liberal administration pivots away from the United States in light of ongoing trade tensions with President Donald Trump.
In a year-end discussion with CBC News, Carney posed a critical question regarding the depth of Canada’s ties with China and the necessary “guardrails” to implement. He pointed to delicate sectors like artificial intelligence, vital minerals, and defense where Canada would enforce stringent restrictions on collaboration with China.
Carney remarked that Canada, similar to many nations outside the EU and UK, does not maintain extensive connections with China in these strategic areas. He also outlined the need for diversifying Canada’s trading connections to avoid over-dependence on the U.S., emphasizing, “Never place all your eggs in one basket.”
The revival of Canada’s focus on alternative markets includes China and India, both of which had tense relationships under former Prime Minister Justin Trudeau. Relations deteriorated following the 2018 detention of Huawei's CFO in Vancouver and the subsequent arrest of two Canadians in China on allegations of espionage.
A recent inquiry into foreign interference in Canada has identified China as the “most persistent and sophisticated” threat to Canadian democratic processes.
Carney referred to his latest meeting with Chinese President Xi Jinping as a “turning point,” with intentions for a state visit to address ongoing “irritants” in the two countries' relations.
Experts, including former ambassador Guy Saint-Jacques, recognize the importance of engaging with China while insisting that Canada must firmly address sensitive matters such as human rights violations and foreign meddling.
Saint-Jacques highlighted the need for Ottawa to show that it has learned from past experiences, such as instituting a foreign agent registry to combat covert influences.
As Canada attempts to balance security issues with economic prospects, Carney’s strategy suggests a cautious yet realistic way forward in addressing China.
