US and Russia Collaborate on Secret 28-Point Ukraine Peace Framework

In an unexpected twist in international diplomacy, the United States is reportedly in talks with Russia to create a detailed 28-point plan aimed at resolving the war in Ukraine, drawing influence from former President Donald Trump’s approach. This information, initially disclosed by Axios through US and Russian sources, stems from Trump’s 20-point initiative for peace in Gaza and is being developed behind closed doors.

The proposed framework is said to focus on four pivotal areas: establishing peace in Ukraine, security assurances, European stability, and defining future US-Russia-Ukraine relations. Nonetheless, specifics about how to tackle Russia’s claims in eastern Ukraine—an especially contentious issue—remain vague.

Leading the drafting is Steve Witkoff, the US special envoy for Peace Missions, who has engaged in detailed discussions with Russian representative Kirill Dmitriev. Dmitriev has articulated that this initiative aims to not only resolve the Ukraine situation but also address broader security issues for Russia while mending relations with Washington. He stated, “It’s actually a much broader framework, basically saying, ‘How do we really bring lasting security to Europe, not just Ukraine,’”.

Ukrainian officials are already aware of this strategic plan, with Witkoff recently conferring with Ukraine's national security adviser, Rustem Umerov. Additionally, European leaders are being kept in the loop as the US seeks to galvanize international backing for the initiative.

The initiative follows previous diplomatic overtures from the Trump administration, such as the Alaska summit with Russian President Vladimir Putin, which did not yield definitive outcomes. This renewed effort signals a desire for a negotiated resolution, aimed at stabilizing the region and decreasing hostilities while addressing security interests for both Russia and Ukraine.

Experts emphasize that the plan's effectiveness will largely depend on tackling major challenges, especially regarding Russia's territorial assertions and how amenable Ukraine and its allies are to finding common ground. As the conflict marks its fourth year, the international community is closely observing for any significant developments that could lead towards enduring peace in Eastern Europe.

This milestone in global diplomacy underscores the US's proactive stance in engaging with Russia, showcasing the sustained impact of Trump’s foreign policies even post-presidency. Further details regarding the plan’s framework, potential acceptance, and its ramifications for the ongoing conflict are anticipated in the weeks to come.
