Senator Ronald Dela Rosa is once again under scrutiny as a tense scene unfolded outside the Philippine Senate in Manila. Commonly referred to as “Bato” or “Rock,” Dela Rosa, who previously led the Philippine National Police under former President Duterte, has been a significant player in the controversial anti-drug operations initiated in 2016. This campaign aimed to eradicate illegal drugs and organized crime but has attracted severe criticism from human rights advocates.
The ICC has leveled accusations of crimes against humanity against Dela Rosa, citing the widespread killings of suspected drug offenders during police interventions and vigilante acts. Dela Rosa, however, has refuted allegations of extrajudicial killings, asserting that law enforcement actions were purely defensive.
While serving as police chief, he was an outspoken supporter of Duterte’s tough stance on drugs, engaging in significant operations known as “Project Double Barrel.” Government data estimates over 6,000 fatalities linked to these anti-drug actions, though rights organizations suspect the actual toll to be much higher.
Political tensions escalated recently when former President Duterte was taken into custody in 2025 under an ICC warrant connected to alleged murders from the anti-drug campaign. Despite these allegations, Duterte continues to assert that his administration acted within the boundaries of law.
