Senator Ronald Dela Rosa is once again under scrutiny as a tense scene unfolded outside the Philippine Senate in Manila. This incident occurred amidst reports of gunfire near the Senate complex, coinciding with Dela Rosa’s appeal for public backing against potential charges related to the International Criminal Court (ICC).

Commonly referred to as “Bato” or “Rock,” Dela Rosa, who previously led the Philippine National Police under former President Duterte, has been a significant player in the controversial anti-drug operations initiated in 2016. This campaign aimed to eradicate illegal drugs and organized crime but has attracted severe criticism from human rights advocates.

The ICC has leveled accusations of crimes against humanity against Dela Rosa, citing the widespread killings of suspected drug offenders during police interventions and vigilante acts. Dela Rosa, however, has refuted allegations of extrajudicial killings, asserting that law enforcement actions were purely defensive.

While serving as police chief, he was an outspoken supporter of Duterte’s tough stance on drugs, engaging in significant operations known as “Project Double Barrel.” Government data estimates over 6,000 fatalities linked to these anti-drug actions, though rights organizations suspect the actual toll to be much higher.

Political tensions escalated recently when former President Duterte was taken into custody in 2025 under an ICC warrant connected to alleged murders from the anti-drug campaign. Despite these allegations, Duterte continues to assert that his administration acted within the boundaries of law.

Now in his second senatorial term, Dela Rosa is back in the public eye following months of relative silence, resuming his role in significant discussions, including those involving Vice President Sara Duterte. Analysts suggest his re-entry may affect future governmental debates and inquiries.

The gunfire incident at the Senate raises fresh concerns regarding security and political dynamics in the nation. Authorities have yet to detail the gunfire's origin or its link to Dela Rosa’s ongoing legal challenges. Enhanced security measures have reportedly been implemented around Manila’s government buildings in the aftermath.

The ongoing developments attract international interest as the ICC investigation persists. Rights groups are calling for accountability amid the drug war’s controversies, while some supporters argue that the campaign was essential for restoring national order.

These events surrounding Dela Rosa underscore the persistent political rifts in the Philippines over the anti-drug campaign legacy and the mounting impact of international legal scrutiny on its former leaders.
