First Nations Leaders Criticize Delay in Federal Water Legislation

First Nations leaders in Ontario are openly criticizing the federal government for its slow progress in reintroducing critical legislation that aims to secure safe drinking water for Indigenous populations.

During a recent press event on Parliament Hill, Anishinabek Nation Grand Council Chief Linda Debassige stated that the postponement in introducing a successor to Bill C-61, the First Nations Clean Water Act, is simply unacceptable. The initial bill was designed to affirm the rights of First Nations to clean water and their self-governance over water resources in their regions.

“First Nations have endured this wait for far too long. Municipalities wouldn’t stand for such prolonged delays under a water advisory,” warned Debassige. She raised concerns that rumored modifications could dilute the bill’s effectiveness, potentially removing key protections for freshwater supplies.

Indigenous Services Canada currently indicates that 38 First Nations in Ontario are still grappling with drinking water advisories, impacting nearly one-third of Indigenous communities in the province. Chief Shelly Moore-Frappier of Teme-Augama Anishnabai underscored the legal obligation for new legislation as per a class-action settlement from 2021, arguing that the delay leads to rising frustration and confusion.

Chief Gary Quisess of Neskantaga First Nation described the ongoing struggle of living under a boil water advisories for three decades, including issues like discolored water and health challenges among the youth. He also criticized Prime Minister Mark Carney for limiting speaking time for community leaders in a recent Assembly of First Nations gathering and voiced doubts about the federal government’s commitments to resolving water issues.

Indigenous Services Minister Mandy Gull-Masty stated in a press release that the government prioritizes ensuring safe drinking water and is actively working to create legislation that meets community needs.

Despite federal promises, First Nations leaders caution that without swift and decisive legislative action, many communities will continue to experience long-standing water insecurity.
