In a major regulatory reform, the Department of Municipalities and Transport (DMT) and Abu Dhabi Global Market (ADGM) have successfully integrated their systems to simplify the licensing and classification of engineering firms across Abu Dhabi.
This strategic move allows engineering professionals and companies registered within ADGM—including those based on Al Reem Island and Al Maryah Island—to operate seamlessly throughout the emirate under a unified regulatory framework.
Unified Platform Enhances Efficiency
Previously, firms operating under ADGM were governed by separate regulations, as DMT classified only those companies holding licenses issued by the Abu Dhabi Department of Economic Development. With the new integration, ADGM-licensed firms can now submit applications through the TAMM platform, ensuring they meet the same classification and registration standards applied across Abu Dhabi.
The updated DMT Classification and Engineering Professions System also promotes collaboration between free zone firms and mainland-registered engineers, fostering greater operational flexibility.
Boost to Construction and Competitiveness
According to Eng. Abdulla Mohamed Al Blooshi, Acting Director General at DMT’s Urban Planning & Permits Centre, the unified framework will accelerate construction activities and expand choices for developers and property owners.
By increasing access to architects, contractors, and project leaders, the initiative is expected to enhance market competitiveness and drive innovation within Abu Dhabi’s real estate and infrastructure sectors.
Strengthening Regulatory Alignment
Rashed Al Blooshi, CEO of ADGM’s Registration Authority, emphasized that the integration reflects strong institutional collaboration aimed at creating a more efficient and cohesive regulatory environment.
He noted that enabling ADGM-registered professionals to operate across the emirate supports sustainable growth in construction and infrastructure development.
New Engineering Classification System
The reform is part of broader efforts to elevate professional standards. Under Administrative Decision 113/2025, DMT has introduced four engineering grades:
Intern Engineer
Practitioner Engineer
Professional Engineer
Expert Engineer
Each level is tied to rigorous assessments and competency benchmarks, providing a clear and merit-based career progression pathway for engineering professionals.
