Dubai Land Department (DLD), in partnership with the Community Development Authority (CDA), has completed the second phase of the Barwa Programme through a series of interactive workshops for senior citizens and People of Determination. A total of 169 participants attended the sessions, which were designed to improve real estate awareness and introduce dedicated services and initiatives available to these groups.
The workshops are part of the ongoing collaboration between DLD and CDA to strengthen direct engagement with the community, improve access to real estate services, and support the Dubai Government's goal of delivering proactive, people-focused services that enhance quality of life.
The Barwa Programme recorded a significant improvement in participants' understanding of real estate services.

Following the workshop at Al Barsha Community Centre, participant satisfaction increased from 59% to 90%. At the workshops held at Thukher – Al Wasl and Thukher – Al Khawaneej, satisfaction rose from 50% to 90%.
The programme also achieved an overall customer happiness rate of 94%, highlighting its success in improving the experience of participants and meeting its objectives.
During the workshops, participants were introduced to the Barwa Programme and its community-focused goals. The sessions highlighted real estate services specially designed for senior citizens and People of Determination while providing clear guidance on regulatory procedures and relevant legislation.
The programme teams also answered questions related to real estate services, helping participants better understand their rights and available support. Attendees learned how to access services through digital platforms as well as private-sector partnerships offered under the Al Hasela Initiative.
The workshops encouraged active discussions between participants and programme representatives. The sessions showed noticeable improvements in participants' knowledge of real estate services and increased awareness of the Barwa Programme's initiatives.
The quality of discussions and questions also gave Dubai Land Department and the Community Development Authority valuable insight into the needs, expectations, and suggestions of senior citizens and People of Determination, helping both organisations better understand the community they serve.
The Barwa Programme is the region's first sustainable social and humanitarian real estate initiative. It aims to help senior citizens and People of Determination manage their real estate matters more independently through a combination of field services, digital solutions, and advisory support.
The programme includes several dedicated initiatives, including Al Barzah, Al Karani, Al Tarash, Al Mersal, Al Kaitoob, and Al Hasela. It also provides specialised real estate awareness programmes that simplify complex information and improve understanding of real estate rights, available services, and support.
The workshop series concluded with a joint meeting between teams from Dubai Land Department and the Community Development Authority. During the session, both organisations reviewed the programme's results, evaluated its impact, and shared insights and best practices.
The discussion also focused on the real estate-related needs of senior citizens and People of Determination, supporting efforts to develop more inclusive, integrated, and customer-focused services.
One of the main outcomes of the workshops was an agreement to strengthen institutional cooperation between DLD and CDA. Both organisations also agreed to review participant feedback and recommendations to improve future services and initiatives.
The discussions explored opportunities to expand joint programmes, enhance real estate awareness content, and strengthen communication and support channels dedicated to senior citizens and People of Determination.
The outcomes also highlighted the importance of continuing regular real estate awareness programmes, simplifying information for target groups, and increasing cooperation between government entities to deliver more accessible and seamless services.
The Barwa Programme represents a collaborative model between Dubai Land Department and the Community Development Authority to deliver services that respond to community needs, improve quality of life, and create lasting social impact.
The programme also supports the objectives of Dubai Social Agenda 33 by empowering senior citizens and People of Determination, promoting social inclusion, improving access to government services, and contributing to the development of a more connected, happier, and sustainable society through a people-centred approach to service design.
