The Dubai Civility Committee held its inaugural meeting, chaired by Mohammad Al Gergawi, with key officials including Mattar Al Tayer, Abdulla Al Basti, Omar Al Olama, and leaders from Dubai Police, Municipality, and Economy & Tourism departments. The meeting focused on enhancing civility in the emirate and introducing a framework that reflects Dubai’s human-centered urban development vision.
The committee reviewed the Dubai Civility Framework, inspired by the leadership of His Highness Sheikh Mohammed bin Rashid Al Maktoum. The framework emphasizes architectural beauty, order, ethics, and human-focused urban planning to ensure a refined city experience. It aims to make civility a central element of Dubai’s identity and daily life.
Mohammad Al Gergawi highlighted that civility is the essence of Dubai’s global uniqueness and a driver of competitiveness. He explained that a city’s refinement is measured not just by buildings, but by public behavior, cleanliness, adherence to rules, and the morals of its residents.
The committee will create an integrated system for monitoring civility, using precise indicators and modern technologies. This approach aims to maintain high standards of public behavior and urban aesthetics for future generations, benchmarking Dubai against global cities.
Plans were discussed to engage international experts and researchers to develop a research-driven approach to urban civility. This ensures that Dubai remains a global leader in applying evidence-based strategies to enhance every aspect of urban life.
The meeting emphasized the need for robust monitoring systems to enforce civility standards, curb unrefined practices, and strengthen Dubai’s visual identity. A detailed work program was approved to guide implementation across the emirate.
The committee aims to embed positive values in daily life, encouraging public participation and institutional accountability. Efforts will focus on enhancing civic ethics, refining public services, and reinforcing community responsibility.
A new set of Civility Indicators was introduced to measure architectural beauty, public cleanliness, order, and positive public behavior. These indicators provide a comprehensive assessment of how values and civility are reflected in urban life.
The Civility Visual Indicator measures the city’s architectural harmony and alignment with urban plans. The Public Cleanliness Indicator tracks streets and public spaces to maintain cleanliness as a core civic value.
The Discipline and Order Indicator assesses the effectiveness of enforcement systems, while the Public Behavior Indicator monitors residents’ respect, cooperation, and engagement, helping to address actions that undermine civility.
The Public Calmness Indicator ensures serenity in urban spaces by minimizing noise and disturbances. Together, all indicators support Dubai’s goal of being among the world’s most beautiful, clean, and civilized cities.
The Dubai Civility Committee’s initiatives aim to safeguard the emirate’s urban identity, elevate public life standards, and strengthen Dubai’s position as a global model for civility, discipline, and refined city living.
