Dubai Introduces Landmark Sign Language Pledge for Accessibility

In a significant move towards inclusivity, Dubai has rolled out the “Dubai Communicates in Sign Language” pledge, launched by the Community Development Authority (CDA) with guidance from the Higher Committee for the Protection of the Rights of People of Determination.

Unveiled during Arab Deaf Week, this initiative marks a first for the UAE, aiming to secure equal communication rights for the deaf and hard-of-hearing, thereby enhancing their access to various services.

The pledge aligns with Dubai’s broader goals under the Dubai Social Agenda 33 and the Strategy for People of Determination, fostering an inclusive environment where all individuals can access information and services freely.

A crucial component of the pledge is the acknowledgment of Emirati Sign Language as a standalone language of cultural significance, fostering non-discriminatory communication, preserving human dignity, and ensuring that service providers are accountable for inclusivity.

Hessa bint Essa Buhumaid, Director General of the CDA, expressed that this pledge positions Dubai as a pioneer in the realm of accessibility, aiming to enhance service quality and improve life for those with hearing impairments.

This pledge encompasses various commitments across multiple sectors:

  • Government Services: Authorities will facilitate sign language support, deploy trained personnel, and create accessible digital platforms.
  • Healthcare: Medical facilities will offer sign language interpretation, ensuring patients accurately comprehend medical information.
  • Education: Educational institutions will promote sign language instruction and cultivate inclusive settings with specialized programs for interpreters.
  • Security and Transport: Police and transportation services will ensure effective communication through visual aids and trained staff.
  • Employment: Workplaces will encourage equity, offering training and development opportunities without bias.

The initiative also includes establishing a central registry for certified sign language interpreters and involving People of Determination in service design.

Multiple government entities, including the Dubai Health Authority and Dubai Police, are collaborating on this initiative to forge a robust and persistent framework for inclusion.

Ultimately, the “Dubai Communicates in Sign Language” pledge illustrates Dubai’s dedication to creating a society where everyone enjoys equal access, enhanced services, and the chance to engage fully in community life.
