Dubai’s push for sustainable urban infrastructure has taken another leap forward with the announcement by Emirates Central Cooling Systems Corporation (Empower) to build a massive new 47,000 refrigeration ton (RT) district cooling plant at Dubai Science Park (DSP). The project, revealed this week, represents both an expansion of Empower’s footprint and a major investment in environmentally efficient cooling technology that will serve residents, businesses, and laboratories in one of the emirate’s most innovation-driven hubs.

Empower, the world’s largest district cooling services provider, has long played a central role in shaping Dubai’s climate management infrastructure. This latest development further demonstrates the company’s alignment with Dubai’s Net Zero Carbon Emissions Strategy 2050, which calls for substantial reductions in energy consumption and an increased reliance on sustainable solutions across sectors.

The Growing Importance of District Cooling

District cooling has emerged as one of the most important technologies for addressing the Middle East’s dual challenges of soaring energy demand and extreme heat conditions. Unlike conventional cooling systems, which rely on individual units in each building, district cooling plants operate as centralized systems, distributing chilled water through an underground network of insulated pipes.

This system can slash electricity consumption by up to 50% compared to traditional cooling methods, making it an essential component of sustainability planning in urban environments. With cooling consuming nearly 70% of electricity use in the UAE’s summer months, such efficiencies are more than a technical achievement—they are critical for ensuring long-term energy security.

By selecting Dubai Science Park as the site for its new plant, Empower is addressing both immediate demand and future growth. The addition of the Dubai Science Park plant will push these savings even higher.

The environmental benefits extend beyond energy. District cooling plants use treated sewage effluent (TSE) and other recycled water sources, reducing dependence on freshwater. This integration makes them highly compatible with Dubai’s circular economy ambitions, which prioritize maximizing resource efficiency.

The Dubai Science Park project is part of a wider expansion strategy by Empower, which already operates over 1.64 million RT of district cooling capacity across Dubai. Its plants currently serve iconic developments such as Dubai International Financial Centre (DIFC), Jumeirah Beach Residence (JBR), Business Bay, and Palm Jumeirah.

The addition of the 47,000 RT facility strengthens Empower’s reputation as the largest provider of district cooling in the world, reinforcing Dubai’s global position as a pioneer in sustainable infrastructure.

Empower has also been working on international collaborations, exploring opportunities to export its expertise to cities across the Middle East, Asia, and even Europe—regions where rising temperatures and urban density are making district cooling a necessity rather than an option.
