India Finalizes $2 Billion Nuclear Submarine Deal with Russia

India has reached an important agreement to lease a nuclear-powered attack submarine from Russia for $2 billion, representing a significant advancement in its naval strength. This deal follows prolonged negotiations over nearly ten years and coincides with a visit from Russian President Vladimir Putin to New Delhi, further solidifying the strategic partnership between both nations. In November, Indian officials conducted an inspection at a Russian shipyard for the submarine, anticipated to be delivered in the next two years, although potential complexities might delay this timeline.

Though the leased submarine cannot be used in active combat based on the agreed terms, it will serve a vital function in training Indian naval personnel and enhancing the operation of its own nuclear submarine fleet. Currently, India has 17 diesel-electric submarines, yet nuclear-powered vessels provide crucial benefits like increased size, longer underwater endurance, quieter operation, and heightened strategic deterrence. India is also progressing on submarine-launched ballistic missile capabilities, allowing for a comprehensive triad capacity across various domains.

Dinesh K Tripathi, the Chief of Naval Staff for India, has indicated that the introduction of this new submarine will occur shortly, pointing out that it will exceed the size of the existing nuclear submarines in service. The Russian submarine will be leased for ten years, inclusive of maintenance and operational support, similar to past agreements that also lasted a decade.

The Indian Ocean has gained increasing prominence in global strategic dialogues, with nations like Australia collaborating with the US and UK in the AUKUS agreement to construct advanced nuclear submarines. Right now, only a few countries including the US, UK, France, China, and Russia have the capabilities to operate nuclear-powered submarines. South Korea is also in the process of developing similar vessels in conjunction with the US.

While enhancing defense collaboration with the US and European countries, India has not diminished its robust ties with Moscow. Prime Minister Narendra Modi’s decision to procure nuclear submarines from Russia underscores India’s strategy to balance its relationships with major powers while ensuring access to essential military resources. The Indian Navy is expected to integrate its third ballistic missile submarine into its force next year, with plans to construct two additional nuclear-powered attack submarines.

This submarine lease not only fortifies India’s naval prowess but also underscores its strategic independence and dedication to acquiring sophisticated defense technologies while navigating international relations delicately. Training Indian personnel and refining operational tactics will be key outcomes of this cooperation, necessary for the future growth of its nuclear submarine fleet, crucial for the security landscape in the Indian Ocean.

This achievement occurs against the backdrop of India deepening its partnership with the US, illustrating its capability to foster robust associations with various global powers while prioritizing its national security objectives. The nuclear submarine lease signals India’s strategic foresight in defense planning and its commitment to bolster maritime strength through global collaboration and advancements in technology.
