Pakistan and the United Arab Emirates (UAE) are planning to expand cooperation in the railway sector to strengthen regional connectivity and trade. The announcement came during the Global Rail Conference and Exhibition 2025 held in Abu Dhabi, where senior Pakistani officials highlighted opportunities for collaboration.
Pakistan’s Largest Railway Upgrade
At the center of Pakistan’s plans is the Main Line-1 (ML-1) project, the country’s biggest railway infrastructure upgrade. It involves the modernization and dual-tracking of the 1,872-kilometer Karachi-Peshawar line. The project also includes upgrades to signaling systems, railway stations, bridges, and an increase in train speeds.
Alongside ML-1, Pakistan is also prioritizing Main Line-3 (ML-3), which connects Quetta to Kotri through Jacobabad. Together, these railway projects are expected to transform regional connectivity by expanding freight capacity and reducing travel time for goods and passengers.
Role of UAE in Railway Development
Pakistan’s envoy to the UAE, Faisal Niaz Tirmizi, confirmed that the UAE is already involved in ML-1 and that Pakistan is in active discussions with Etihad Rail to share experiences and best practices. He emphasized that the cooperation would allow Pakistan to benefit from the UAE’s expertise in building modern and sustainable railway systems.
The envoy added that rail transport is the most economical form of goods movement after sea freight and is also an environmentally friendly option, which aligns with global sustainability goals.
Participation at Global Rail Conference
Pakistan’s Minister of State for Finance and Railways, Bilal Azhar Kiyani, led the country’s delegation at the Global Rail Conference. The event brought together over 24 ministerial delegations, 60 global CEOs, 200 international speakers, and 20,000 participants.
The summit, hosted by Etihad Rail and the UAE Ministry of Energy and Infrastructure, provided Pakistan with an opportunity to highlight its central geographical position connecting Central Asia, South Asia, and the Middle East.
Experience of UAE’s Fast Track
During the conference, Minister Kiyani experienced the UAE’s upcoming passenger rail line between Abu Dhabi and Dubai, which is set to become operational in 2026. The minister traveled the route in just 35 minutes, showcasing the efficiency of modern high-speed rail.
This demonstration highlighted what Pakistan hopes to achieve with its own rail projects, both in terms of speed and passenger comfort.
Regional and International Engagement
Kiyani also chaired a session with railway ministers from countries such as Egypt, Saudi Arabia, Qatar, Oman, Bahrain, Jordan, Afghanistan, Turkmenistan, and Uzbekistan. The session focused on cooperation in regional connectivity, innovation, and sustainable transport.
In addition, the Pakistani minister held a meeting with UAE President Sheikh Mohamed bin Zayed Al Nahyan, where they discussed expanding collaboration in governance, electricity, railways, and investment.
Focus on ML-1 and ML-3
In a statement, Pakistan’s diplomatic mission in the UAE said the minister reiterated his country’s commitment to making its railway system efficient, reliable, and sustainable. He highlighted the modernization of ML-1 and ML-3 as the government’s top priorities.
The statement added that Pakistan’s active participation in the Global Rail Conference 2025 reflects its dedication to sustainable transport solutions and its aim to forge international partnerships that support long-term economic growth.
Meeting with Etihad Rail and Industry Leaders
On the sidelines of the event, Minister Kiyani met Etihad Rail CEO Shadi Malak to discuss cooperation in freight logistics, technology transfer, and network development. He also toured exhibition stalls by Etihad Rail and Hafeet Rail, where he reviewed the latest innovations in railway systems.
These engagements underline Pakistan’s efforts to bring advanced technologies and practices into its railway sector, ensuring that its infrastructure keeps pace with global standards.
Pakistan’s collaboration with the UAE on railway projects reflects a broader regional vision of improving connectivity and promoting trade. By upgrading its railway network and aligning with international best practices, Pakistan aims to serve as a central hub linking multiple regions.
The cooperation not only strengthens bilateral ties with the UAE but also contributes to regional stability, sustainability, and economic integration.
