Major Military Overhaul in Pakistan by President Zardari

In a pivotal legislative action, President Asif Ali Zardari has enacted three significant military amendment bills, which recently gained parliamentary approval. The bills – the Pakistan Army (Amendment) Bill 2025, Pakistan Air Force (Amendment) Bill 2025, and Pakistan Navy (Amendment) Bill 2025 – signify a major restructuring of the country's military hierarchy.

As stated in official announcements from the PPP via social media, the president's endorsement came on the recommendations of Prime Minister Shehbaz Sharif, formalizing military changes that will significantly affect leadership and operational management.

Key Changes in the Army Amendment Bill
Among the most crucial reforms introduced by the Pakistan Army (Amendment) Bill is the establishment of the Chief of Army Staff (COAS) taking on the role of Chief of Defence Forces (CDF) for a term of five years. The tenure of Field Marshal Munir will reset from when the new notification is issued.

Provisions under Article 243, originally applicable to a Field Marshal, will now cater to a General in this dual capacity. The federal government has the authority to delegate COAS powers to the Vice Chief or Deputy Chief of Army Staff upon written orders stemming from the CDF’s recommendation. Once the dual role notification is enacted, the tenure of the COAS will be considered as restarting from that date.

The CDF is tasked with overseeing multi-domain coordination, restructure, and joint operations among the Army, Navy, and Air Force. Furthermore, the law abolishes the position of Chairman Joint Chiefs of Staff Committee (CJCSC) and introduces the Commander of the National Strategic Command, who will be appointed by the Prime Minister from the ranks of serving Army generals for a three-year, extendable term without the possibility of legal challenge.

Air Force and Navy Reforms
The Pakistan Air Force (Amendment) Bill nullifies sections of the 1953 PAF Act which once allowed the Air Force chief to serve as CJCSC and eliminates related provisions on tenure, extension, and retirement. Similarly, the Pakistan Navy (Amendment) Bill removes sections concerning the Naval Chief's CJCSC role, along with relevant references in the legislation.

Impact and Significance
These legislative changes signify a major restructuring of Pakistan's military command, consolidating authority and establishing a clearer chain of command. Experts argue that this initiative will enhance joint operational capabilities and represent a move towards a more modernized and integrated defense strategy.

The removal of the CJCSC role and the expansion of the CDF's authority aim to streamline decision-making in security issues and improve inter-service coordination amongst Pakistan's military branches.

Analysts emphasize that while these reforms centralize command, they also aim to bolster accountability and effectiveness within military operations, positioning the armed forces to better address complex security challenges in the region.

With the formal endorsement from President Zardari, Pakistan's military hierarchy is entering a new phase of structural change. The modifications within the Army, Navy, and Air Force signal a strategic intent to boost operational integration and redefine leadership roles, emphasizing the government's commitment to modernizing the military amid a rapidly evolving security landscape.
