In a significant diplomatic move, Sheikh Tamim bin Hamad Al Thani, the Emir of Qatar, made his inaugural visit to the Democratic Republic of Congo (DRC) following a recent framework agreement between the DRC government and the Rwanda-backed M23 rebel group aimed at ceasing the conflict in the country’s eastern region. The Emir received a warm welcome from President Felix Tshisekedi and other officials in Kinshasa on Friday.
This agreement is part of ongoing peace initiatives backed by the United States and Qatar intended to bring an end to years of unrest in eastern DRC, a region long plagued by violence due to confrontations among the DRC army, M23, and various armed factions. Despite hopes pinned on this framework, numerous hurdles remain before genuine peace can materialize.
Sheikh Tamim’s visit followed his talks with Rwandan President Paul Kagame the previous day. Qatar’s role as a mediator has been pivotal in fostering dialogue between the two nations. Rwanda has consistently rebuffed allegations of backing the M23 rebels, even as they have gained considerable territory in eastern DRC.
During his brief state visit, Sheikh Tamim initially met with President Tshisekedi at the airport and later convened at the presidential palace for further discussions. Several bilateral protocols were established to enhance political and economic collaboration. Shafi bin Newaimi al-Hajri, Qatar’s acting charge d’affaires in Kinshasa, noted the visit symbolizes a step forward for strengthening bilateral ties, particularly after DRC's establishment of an embassy in Doha in 2022 and Qatar's mission in Kinshasa in 2025.
Al-Hajri highlighted the importance of Qatar's mediating efforts in fostering dialogue between the two governments. Sheikh Tamim's visits to both Kigali and Kinshasa serve to symbolically unite the two capitals, reflecting that the path to resolving regional conflicts lies in collaboration.
Yet, despite these promising diplomatic engagements, violence persists in eastern DRC. Both the DRC government and M23 have accused one another of breaching past agreements, which hampers discussions and complicates peace initiatives. The area also faces threats from other armed factions, adding layers of complexity to the peace process.
In January, M23 seized Goma, the largest city in eastern DRC, and has continued to expand its influence throughout North Kivu and South Kivu provinces, exacerbating an already dire humanitarian crisis that has displaced thousands and disrupted local communities.
Since April, Qatar has facilitated multiple direct negotiations between the DRC government and M23, focusing on establishing preconditions and building confidence. This timeline includes a July declaration of principles signed in Doha and an October accord on monitoring a future ceasefire, both of which build upon prior negotiations, including a separate June agreement between the DRC and Rwanda in Washington.
Officials from Qatar and the DRC have reiterated that Sheikh Tamim's visit underscores support for current peace efforts and aims to deepen political and economic collaboration. Through dialogue facilitation and bilateral agreements, Qatar aspires to foster sustained stability in eastern DRC and assist the nation in healing from its prolonged conflict.
