Ukraine Assesses US-Russia 28-Point Peace Framework

Kyiv, Ukraine – Ukrainian President Volodymyr Zelensky is currently assessing a proposed 28-point peace framework from the United States and Russia, aimed at resolving the ongoing conflict in Ukraine. This document has been officially presented to Ukraine by Washington and suggests several significant concessions from Kyiv, which officials have previously deemed unacceptable.

The introduction of this peace framework follows four years of Russia’s extensive invasion of Ukraine, aiming to revive diplomatic actions towards a ceasefire. Discussions are set to take place soon between Zelensky and US President Donald Trump regarding the plan. Zelensky has stressed that any agreement must safeguard the interests of the Ukrainian populace and ensure a fair resolution to the conflict.

The 28-point initiative touches on various elements of the war and prospective arrangements post-conflict. While it reaffirms Ukraine’s sovereignty, it suggests acknowledging certain territories, such as Crimea, Luhansk, and Donetsk, as under Russian jurisdiction. Additionally, Ukraine would need to limit its military force, conduct elections within a 100-day timeframe, and forgo future NATO affiliation.

In accordance with the proposal, Ukraine would secure guarantees from the United States, with Washington expecting compensation for its support. The economic terms include a long-term partnership between the US and Russia to assist in Ukraine’s reconstruction, utilizing $100 billion in frozen Russian assets for rebuilding efforts. The US would also receive half of the profits from this collaboration.

Key components of the plan include:

  1. Recognition of Ukraine’s sovereignty.
  2. A non-aggression pact between Russia, Ukraine, and Europe to settle historical disputes.
  3. Russia will avoid invading nearby nations, while NATO will no longer expand.
  4. The US will mediate security dialogues between Russia and NATO.
  5. Specific US security assurances for Ukraine.
  6. A cap of 600,000 personnel for Ukrainian armed forces.
  7. Ukraine will remain outside NATO, a status recognized legally.
  8. Deployment of European fighter jets in Poland.
  9. Russia's gradual reintegration into the global economy and phased sanctions relief.
  10. Utilization of frozen Russian assets to fund Ukraine’s reconstruction through joint investment initiatives.
  11. Implementation of humanitarian measures like prisoner exchanges and family reunifications.
  12. Conducting of elections within 100 days in Ukraine.
  13. Amnesty granted for actions related to the war for both parties, ensuring the agreement is legally binding.
  14. A ceasefire will commence immediately after both sides withdraw to designated areas upon agreement.

The framework borrows qualities from historical ceasefire accords and emphasizes the need for international oversight, particularly through a Peace Council led by President Trump. Ukrainian representatives reiterated that while they are reviewing these proposals, any resulting agreement must prioritize Ukraine’s security, sovereignty, and the welfare of its citizens.
