Vietnam Embarks on Major Legal Overhaul

Vietnam is taking a significant stride towards legal transformation as the National Assembly has commenced an extensive evaluation of its legal document system. The first session of the Steering Committee was convened on April 9, 2026, signifying the launch of a nationwide modernization effort.

Tran Thanh Man chaired the session, leading the Steering Committee responsible for the review. Key figures in attendance included Deputy Prime Minister Le Tien Chau and Vice Chairman of the National Assembly Nguyen Khac Dinh.

This initiative is in response to pivotal directives released in March and April 2026 that seek to enhance and simplify the legal framework in Vietnam. Authorities emphasize the necessity of addressing overlapping regulations to improve the efficiency of legal processes, thereby better supporting the nation's development goals.

During the session, officials concentrated on assessing draft guidelines governing the Committee's activities, outlining a strategic plan for the legal review nationwide, and establishing standards to ensure uniform implementation across all regions.

Chairman Tran Thanh Man highlighted that the primary aim of the review is to deliver a thorough and precise evaluation of the existing legal system. This process will encompass all active legal documents issued at both central and local levels, excluding the Constitution, to pinpoint deficiencies and recommend viable reforms.

Guided by To Lam's vision, the reform process aims to establish a transparent, stable, and development-centric legal framework. Leaders emphasized the importance of incorporating insights from experts, businesses, and citizens to improve the quality and applicability of the laws.

Deputy Prime Minister Le Tien Chau underscored that robust and transparent institutions are vital for fostering economic growth. He urged for clear and quantifiable outcomes from the review, including identifying laws that require amendment, abrogation, substitution, or the introduction of new legislation. Progress reports are anticipated by August 2026, with ultimate recommendations due in December 2026.
