New Standards for Vocational Education in Vietnam

Vietnam has rolled out a comprehensive framework aimed at elevating the standards and management of vocational education institutions nationwide. The Ministry of Education and Training unveiled Circular No. 38/2026/TT-BGDĐT, outlining the official criteria for vocational education establishments. These new regulations seek to establish a cohesive quality assurance system, enhance accountability, and align workforce training with labor market needs and economic growth objectives.

According to officials, this circular is expected to bolster governance, transparency, and operational effectiveness within vocational education institutions. The new rules are crafted to facilitate self-assessment, development planning, and regulatory oversight of the training system in Vietnam. Authorities believe this framework will also enhance quality control and encourage future investments in the vocational education sector.

The regulation delineates six essential criteria that vocational institutions must comply with to uphold quality. These encompass organizational governance and management frameworks, the presence of qualified teaching personnel, comprehensive training programs, proper facilities and equipment, robust financial resources, and advanced digital management systems with secure database infrastructure. Officials have mandated adherence to legal and professional standards to support enduring educational advancement.

Additionally, the Ministry of Education and Training introduced ten performance metrics for assessing training efficiency and institutional caliber. These include specific objectives, such as a minimum of 70 percent of graduates securing jobs in their field or pursuing further studies. Other key targets involve achieving employer satisfaction levels of 70 percent or greater and ensuring employer involvement in training programs reaches similar benchmarks. The government aims to reinforce connections between vocational education and job market requirements through these indicators.

The new regulations spotlight the significance of digital transformation in education. Under the circular, vocational education institutes must ensure that 20 percent of their courses and modules can be conducted online. Officials aim to enhance digital learning frameworks, strengthen data management, and bolster data security within these institutions. The guidelines also mandate maintaining accurate and continually updated databases for educational governance and quality assurance.

Apart from academic and digital prerequisites, the circular stipulates operational goals for vocational institutions. These include maintaining at least 50 percent of enrollment targets, ensuring that 60 percent of students graduate on schedule, and mandating that full-time instructors cover a minimum of 60 percent of teaching hours. Authorities contend that these benchmarks will amplify training efficacy and enhance the capabilities of vocational education institutions across Vietnam.

The Ministry of Education and Training asserted that vocational institutions are required to perform annual self-assessments and publicly share their outcomes to foster transparency and accountability. The circular took effect on April 29, 2026. Institutions established prior to January 1, 2026, will have a five-year transition period to fully comply with the new standards while continually updating information and gearing up for compliance with the updated national vocational education quality criteria.
