Vietnam Enhances Ethnic Development Agenda

The Vietnamese government has unveiled a significant initiative to expedite its national Strategy on Ethnic Affairs, aiming for completion by 2030 with a long-term outlook extending to 2045. Deputy Prime Minister Ho Quoc Dung signed Directive No. 19/CT-TTg, which outlines essential priorities to uplift living conditions, infrastructure, education, healthcare, and economic opportunities for ethnic minorities and mountainous regions nationwide.

Recent years have seen noteworthy advancements due to numerous ethnic support strategies and policies introduced by the government. Reports indicate that poverty levels in ethnic minority and mountainous areas have decreased at a rate surpassing the national average, bolstering social equity, national cohesion, and public trust in the administration. Moreover, improvements in living standards and access to essential services have been recorded in various remote communities.

However, the government recognizes that considerable developmental hurdles persist in many ethnic minority and mountainous areas. Several remote regions suffer from inadequate infrastructure, and the quality of education and vocational training lags behind national benchmarks. Key issues include housing, potable water, farming land, and resettlement strategies for local populations.

The Vietnamese administration has directed ministries, central agencies, and provincial governments to prioritize the acceleration of projects and policies targeted at underserved ethnic regions. The directive advocates for enhanced state oversight, improved inter-agency coordination, and the effective execution of development programs aimed at poverty alleviation and economic growth in these communities.

Special attention will focus on border regions and ethnic groups with small populations. Planned investments will target vital infrastructure enhancements, such as roads, electricity systems, healthcare facilities, educational institutions, and clean water systems. Economic growth is to be harmonized with environmental sustainability and effective natural resource management while ensuring national security and stability in critical border zones.

The Ministry of Education and Training is charged with elevating educational quality and broadening access to secondary education in mountainous and border regions. Additionally, initiatives to cultivate skilled ethnic minority professionals in essential fields are slated until 2035. The Ministry of Health aims to revamp healthcare provisions in remote locales by upgrading clinics and training healthcare personnel for underserved regions.

Cultural preservation is also a key component of the ethnic affairs strategy. The Ministry of Culture, Sports and Tourism seeks to safeguard traditional ethnic minority cultures and promote sustainable tourism that engages local communities. The government anticipates that tourism will generate new economic opportunities while honoring cultural heritage and traditional identities.

Moreover, the directive stipulates ambitious infrastructure goals, including ensuring electricity access for all households in ethnic and mountainous regions by 2030. Efforts to expand rural roadways, bridge constructions, and housing assistance for impoverished families, particularly ethnic minorities, are also underway. Security forces have been instructed to enhance measures against social crime, drug misuse, and threats to national stability.

Officials assert that the overarching aim of Vietnam’s long-term strategy is to elevate economic conditions in ethnic regions while fortifying national unity and guaranteeing balanced development throughout the country. The government insists that all ministries and local authorities fulfill outstanding projects, improve cooperation, and ensure that development initiatives directly benefit local ethnic communities in the forthcoming years.
