Important discussions took place between To Lam and Narendra Modi in New Delhi on May 6, 2026, following a prestigious welcome led by President Droupadi Murmu and Prime Minister Modi at the Presidential Palace. This ceremony was held with the utmost diplomatic respect, marking a significant advancement in Vietnam-India relations.
Prime Minister Modi received the Vietnamese delegation warmly and congratulated To Lam on his recent election as President of Vietnam by the 16th National Assembly. He underscored the historic significance of the visit, as both nations celebrate a decade of their Comprehensive Strategic Partnership that was formed in 2016. Additionally, he highlighted the deepening friendship and cooperation across vital sectors.
President To Lam expressed his appreciation for the warm hospitality extended by the Indian leaders and people. He affirmed Vietnam's view of India as a crucial strategic partner, aiming to fortify the enduring friendship and cooperation between the two nations. He acknowledged India’s impressive economic and technological ascent under Modi, noting its status as a global economic and innovation leader.
During their discussions, both leaders evaluated the advancements made over the last ten years in areas such as defence, trade, and tourism. Bilateral trade surged beyond US$16.4 billion in 2025, while direct air connections between India and Vietnam have significantly increased, offering nearly 90 regular flights.
They resolved to enhance their relationship to an “Enhanced Comprehensive Strategic Partnership,” aimed at advancing cooperation in political, economic, technological, and defence arenas. Both leaders affirmed that shared values of independence, self-reliance, and respect for international law form the bedrock of their bilateral relations and regional collaboration.
Key discussions also addressed defence and security, with India pledging ongoing support to Vietnam in areas like defence training and cybersecurity. Both nations agreed to boost collaboration in defence industries and share crucial information to uphold regional stability and peace.
Economic collaboration was emphasized as well, with both sides aiming for US$25 billion in bilateral trade by 2030 through balanced growth. Vietnam urged India to ease specific trade regulations, and governments committed to promoting substantial investments in infrastructure, clean energy, and more.
The discussion also identified science, innovation, and digital transformation as future cooperation pillars. Agreements were made to enhance collaboration in sectors like AI, healthcare, and essential minerals, alongside plans for joint innovation centres and tech partnerships.
On wider regional issues, both parties reiterated their commitment to peace, stability, and freedom of navigation based on international law, including the 1982 UN Convention on the Law of the Sea. Following the talks, various cooperation agreements were signed in sectors such as health, finance, and cybersecurity. President To Lam invited Modi to Vietnam, which was accepted.
