Vietnam's Prime Minister Urges Swift Legal Reforms

Vietnam's Prime Minister Le Minh Hung led an important working session in Hanoi with the Ministry of Justice, stressing the pressing need for legal reform and institutional advancement to foster significant economic growth and sustainable national development. The discussion revolved around assessing the Ministry's progress since early 2026 and laying out priorities for the future, particularly aimed at enhancing legal institutions and enacting administrative improvements.

During the session, PM Le Minh Hung highlighted that innovation in legislation and its enforcement is now a critical national priority for Vietnam. He called for a transformation of institutional frameworks and legal systems to serve as strategic catalysts for maintaining double-digit economic growth. He asserted that Vietnam’s legal infrastructure should evolve to be modern, transparent, internationally aligned, and practically executable.

The Prime Minister commended the Ministry of Justice for its recent initiatives in law drafting, administrative simplification, and legal oversight enhancement. Officials disclosed that the Ministry had submitted numerous legal documents to both the Government and National Assembly, including significant draft laws and resolutions, while also initiating reforms to streamline investment processes and eliminate persistent legal challenges affecting businesses.

Le Minh Hung reiterated that achieving Vietnam's development aspirations hinges on robust institutional reforms. The government, he stated, must adopt modern and adaptable governance practices instead of clinging to outdated management paradigms. He urged increased utilization of digital technologies, artificial intelligence, and big data for law drafting, administrative management, and policy monitoring. The Prime Minister stressed that legal reform must transcend mere paperwork to deliver tangible benefits for businesses, investors, and the citizenry.

He further emphasized the crucial role of accountability and discipline within ministries and governmental bodies. He cautioned against delays in establishing legal guidelines and denounced overlapping regulations that lead to confusion and inefficiency. He directed the Ministry of Justice to enhance collaboration with other ministries to ensure legal documents are effective, transparent, and devoid of corrupt practices.

Among the major announcements from the meeting was the intention to create a comprehensive national legal database and to increase the scope of artificial intelligence in the development and review of legal documents. The Ministry of Justice is tasked with formulating a long-term strategy to enhance Vietnam's legal framework by 2045, focusing on digital transformation, administrative simplicity, and improved legal risk management as Vietnam enhances its global integration.

Plans are also in place to fast-track reforms in civil enforcement, asset recovery related to anti-corruption, and judicial operations. PM Le Minh Hung highlighted that a robust and effective legal framework is essential for unlocking economic potential, boosting investor trust, and facilitating Vietnam's modernization objectives. Leaders are optimistic that such reforms will better position Vietnam as a competitive and sustainable economy in the years to come.
