In a significant move towards reforming football governance in India, the All India Football Federation (AIFF) has instituted a ban on dual roles. This long-awaited action is a direct result of a Supreme Court directive aimed at resolving an issue that has lingered since 2017. The reform prohibits any AIFF executive committee member from simultaneously holding a position within a state association, thereby reducing potential conflicts of interest and fostering transparent management.
Responding to the Supreme Court's order of October 15, AIFF officials enacted Articles 25.3(c) and 25.3(d) of its revised constitution during a virtual Special General Meeting (SGM). These provisions categorically state that no individual may occupy dual roles across national and state football authorities. This update aligns the AIFF's constitution with the reforms suggested by Justice (Retd) L. Nageswara Rao, who has been guiding improvements in football governance across the country.
However, the current AIFF leadership, under President Kalyan Chaubey, will not be immediately affected by these changes. The existing president and executive committee members are exempt from this prohibition until their term concludes in September 2026. This temporary allowance was acknowledged by the Supreme Court, which deemed it impractical to call for new elections with only a year remaining in the term.
The adoption of these articles marks the conclusion of a process that has spanned nearly a decade. The AIFF expressed appreciation to all stakeholders and supporters who contributed to this development. Earlier, on October 12, the federation implemented most aspects of the Supreme Court-approved constitution but postponed the adoption of Articles 23.3 and 25.3(c) and (d) for further clarification. The Supreme Court's October 15 ruling ultimately offered the needed guidance for full implementation.
This dual-post ban has been a particularly contentious issue, balancing directives from the Supreme Court with FIFA/AFC guidelines and the interests of current leadership. By formally enshrining these articles, AIFF has ensured compliance with both international and national governance standards, promoting transparency in the management of Indian football.
The reform is anticipated to enhance decision-making processes and minimize conflicts within the AIFF. By prohibiting officials from holding multiple positions, the federation aims to cultivate a more professional, accountable, and transparent environment. This action underscores the commitment of Indian football authorities to modern governance principles aligned with global best practices as delineated by FIFA and the Asian Football Confederation.
