Ajman Issues Law To Improve Government Procurement And Inventory

Post by : Mariam Al-Faris

H.H. Sheikh Humaid bin Rashid Al Nuaimi, Supreme Council Member and Ruler of Ajman, has issued Law No. (3) of 2025. The law focuses on procurement, contracts, and inventory management within the Ajman Government. This step is part of the emirate’s efforts to strengthen financial governance and modernize its administrative systems according to international best practices.

Purpose Of The Law

The new law aims to regulate purchasing operations, manage government contracts, and handle public assets effectively. The focus is on ensuring economic efficiency, transparency, fairness, and equal opportunity across all government operations. By introducing clear rules, the law seeks to improve how government resources are used and managed.

Safeguarding Public Assets

One of the main goals of the law is to protect and manage public assets. It ensures that government property is handled responsibly and in line with integrity, openness, and sound governance principles. This helps prevent misuse of resources and strengthens accountability within government entities.

Unified Rules And Procedures

The law unifies rules and procedures for procurement and inventory management across all government entities in Ajman. This standardization makes processes easier to follow, reduces confusion, and ensures that all departments adhere to the same guidelines when purchasing goods, signing contracts, or managing inventory.

Electronic Procurement System

A major feature of the law is the activation of an electronic procurement system. This system is designed to be user-friendly while ensuring confidentiality and reliability. It allows government departments to handle procurement digitally, improving efficiency and reducing paperwork. The system also ensures that all transactions are secure and transparent.

Bid Evaluation And Contract Management

The law establishes clear mechanisms for bid evaluation, awarding contracts, and managing their implementation. Every step, from choosing suppliers to executing contracts, is designed to serve the public interest. This makes government operations more transparent and fair for all parties involved.

Annual Procurement Plans

Government entities are now required to prepare annual procurement plans. These plans help departments organize their purchases in advance, avoid unnecessary spending, and ensure that resources are allocated efficiently. Planning also allows the government to prioritize projects that are most important for public benefit.

Emphasis On Sustainable Procurement

The law encourages sustainable procurement practices. This means government entities must consider economic, social, and environmental factors when making purchases. For example, they may choose products that are environmentally friendly or suppliers that follow fair labor practices. These measures align with Ajman’s smart transformation strategy and sustainability initiatives.

Integration With Smart Transformation Strategy

Ajman’s smart transformation strategy aims to modernize government services, improve efficiency, and enhance public satisfaction. The new law supports this strategy by introducing digital systems, clear procedures, and sustainable practices in procurement and inventory management. It represents a step toward a more modern, efficient, and accountable government.

Strengthening Transparency And Governance

The law reflects Ajman’s commitment to global standards of transparency, governance, and fiscal responsibility. By regulating procurement and contracts, the government ensures that public resources are used responsibly and that citizens have confidence in government operations. Strong governance practices also help prevent corruption and enhance public trust.

Enhancing Local And International Competitiveness

The law is expected to strengthen Ajman’s competitiveness at both local and international levels. Clear procurement rules, modern systems, and sustainable practices make Ajman more attractive to investors, businesses, and international partners. By improving financial and administrative frameworks, the emirate can achieve greater economic growth and development.

Training And Implementation

Government departments will receive training on the new law and how to use the electronic procurement system effectively. Staff will learn about standardized procedures, bid evaluation, contract management, and sustainable procurement practices. This ensures smooth implementation and helps employees adapt to the new system quickly.

Positive Impact On Economic Efficiency

By improving procurement and inventory management, the law is expected to increase economic efficiency. Government departments can reduce waste, save costs, and allocate resources to priority projects. Efficient procurement practices also support the growth of local suppliers and promote a competitive market environment.

Accountability And Public Trust

The law emphasizes accountability in government operations. Transparent procedures, clear rules, and digital tracking of procurement activities make it easier to monitor and audit government actions. This strengthens public trust and ensures that citizens know their resources are being managed responsibly.

Supporting Smart And Sustainable Growth

The law contributes to Ajman’s vision for smart and sustainable growth. By combining digital systems, clear rules, and sustainability practices, the government ensures that economic, social, and environmental factors are balanced. This approach supports long-term development and creates a more resilient and modern administration.

Law No. (3) of 2025 marks an important step in modernizing Ajman’s government administration. By regulating procurement, contracts, and inventory management, the law promotes transparency, efficiency, and fairness. The introduction of electronic systems, annual planning, and sustainable practices strengthens financial governance, protects public assets, and supports Ajman’s smart transformation strategy. With these measures, Ajman sets a model for responsible, efficient, and modern government management, enhancing both local and international competitiveness.
