The Council on Environmental Quality (CEQ) has initiated the “Permitting Innovators Call for Solutions,” aimed at revitalizing the federal permitting landscape in the United States. This announcement was made by The White House on April 28, 2026, in collaboration with NASA's Center of Excellence for Collaborative Innovation. The program invites tech firms, startups, researchers, and non-profit groups to propose ideas and digital solutions that would enhance the efficiency of environmental reviews and permitting processes.
Federal permitting is crucial for the advancement of significant projects nationwide, including highways, bridges, energy systems, and more. Many existing governmental systems used for environmental assessments are seen as outdated and inefficient, often reliant on manual operations. The administration aspires to leverage modern technology to streamline approval processes, thereby reducing delays and improving inter-agency coordination for crucial infrastructure projects.
Katherine Scarlett, Chair of the CEQ, emphasized the need to modernize the federal system to work more efficiently while tapping into existing technological advancements within the private sector. She mentioned that American innovators already possess effective tools that can enhance environmental review and permit management. The new initiative offers these innovators a platform to showcase their solutions directly to government officials.
Key innovation areas targeted by the initiative include business process overhaul, workflow automation, digital-first documentation, and tools that offer better timeline predictability for permitting. Officials assert that these technologies could alleviate time spent on paperwork, enabling more focus on environmental assessments and project management.
Submissions for the “Permitting Innovators Call for Solutions” will be accepted until June 2, 2026, at 6:00 PM Eastern Time. Experts will assess each submission against specific criteria, with the top 50 solutions invited to the Permitting Innovators Expo in Washington, D.C., in July 2026. Selected participants will showcase their technology solutions to federal officials and policymakers.
Qualified submissions will also feature in the “Permitting Innovators Solutions Catalog,” a valuable resource for agencies seeking modern tools and systems within the government's broader Permitting Technology Action Plan. This initiative aims to quickly identify effective technology solutions for adoption by federal agencies.
Furthermore, CEQ's Permitting Innovation Center in partnership with Luminary Labs will host an informative webinar on May 14, 2026, to outline the application process, submission guidelines, evaluation criteria, and details about the Expo. This initiative is part of the administration's commitment to reform the federal permitting system, addressing project delays that could hinder economic growth and infrastructure improvements. By connecting government entities with private-sector innovators, the program seeks to update outdated systems and enhance overall efficiency in federal environmental reviews.
