On Thursday, CIA Director John Ratcliffe engaged in high-level discussions with Cuban leaders in Havana, emphasizing the importance of intelligence sharing, security issues, and economic stability amidst the strained US-Cuba relations.
Ratcliffe's meetings included notable figures such as Raúl Guillermo Rodríguez Castro, grandson of the former Cuban leader Raúl Castro, Cuban Interior Minister Lázaro Álvarez Casas, and key intelligence personnel.
During the meeting, Ratcliffe conveyed a message from US President Donald Trump, highlighting America's readiness to collaborate with Cuba on economic and security fronts, contingent on significant reforms from the Cuban government.
US officials underscored the necessity for Cuba to cease being a "safe haven" for threats in the region. Cuban representatives countered, asserting that Cuba does not pose a risk to US security and criticized its designation as a state sponsor of terrorism.
The Cuban government acknowledged the talks, characterizing them as part of a broader context of "complex bilateral relations" and indicating their significance.
Rodríguez Castro had previously met US Secretary of State Marco Rubio earlier this year at a Caribbean summit in St. Kitts. Although he has not held formal office, he has a background as Raúl Castro's bodyguard and led Cuba's security service.
These discussions follow earlier engagements between US and Cuban officials, marking the first instance of US government flights landing in Cuba outside Guantanamo Bay since 2016.
The timing of these meetings is critical as Cuba grapples with a dire energy crisis, with widespread power outages reported, particularly in the eastern regions, exacerbating economic hardships and daily challenges. Cuban officials attribute these fuel shortages to the US energy blockade.
The US State Department recently announced that Washington stands ready to offer Cuba $100 million in humanitarian aid and satellite internet assistance, provided the Cuban government permits it.
Earlier in January, Trump indicated potential tariffs on nations supplying oil to Cuba, though no immediate military action appears to be in the offing, despite previous threats of intervention.
