Court Stops Trump’s Troops from Deploying to Portland

In a decisive ruling, a federal judge has marked a significant defeat for former President Donald Trump by declaring his deployment of National Guard troops to Portland, Oregon, unlawful. U.S. District Judge Karin Immergut delivered her decision on November 7, 2025, effectively halting Trump's use of military force to combat protests occurring at immigration facilities.

Judge Immergut, a Trump appointee, dismissed the government’s assertion that the protests constituted a “rebellion” that could justify the troops' deployment. This ruling overrules a previous temporary order which had already suspended the deployment in October.

Supporters of Trump claimed that federal agents in Portland faced aggression from violent protesters, reflecting the former president’s view of the city as “war-torn.” Conversely, legal representatives for Portland and the Oregon Attorney General argued that incidents of violence have been infrequent and managed by local authorities.

Documentation from the court reveals that, since the onset of protests in June, 32 individuals faced federal charges related to the incidents. Out of these, 11 have entered guilty pleas for misdemeanors, while others received probation. Serious offenses, like a knife attack on an officer, remain rare. The majority of charges related to lesser assaults, such as shoving or kicking, often resulting in minor injuries to federal personnel.

This ruling emerges as Trump aims to deploy military personnel to other Democrat-controlled cities, including Los Angeles, Chicago, and Washington D.C. Legal analysts highlight that this decision reinforces the fundamental principle that military force on U.S. territory is reserved for extreme situations such as invasions or armed uprisings—not for localized protests.

The Trump administration is anticipated to appeal this decision, which may lead the case to the U.S. Supreme Court, potentially influencing the extent of military power in domestic protests in the future.
