Dubai Municipality has launched a new initiative called ‘Ehsan Stations’, introducing AI-powered smart devices to feed stray animals across Dubai. The project aims to promote compassion toward animals while supporting environmental sustainability and better management of stray animal populations.
The initiative is the first of its kind in the region and reflects the city’s ongoing efforts to strengthen animal welfare while maintaining the cleanliness and beauty of public spaces.
As part of the first phase, 12 smart feeding devices will be installed across the emirate. Ten of these units will be placed in public parks, while two will be located in facilities operated by Dubai Holding.
These stations use artificial intelligence technology to identify stray animals, collect relevant data, and automatically dispense food. The system helps ensure that animals such as stray cats receive food in a controlled and responsible way.
Officials say the initiative will also reduce random feeding practices, which often lead to food waste and can negatively affect public spaces. By organizing feeding in specific locations, the project supports public health, environmental protection, and urban cleanliness.
According to Dr. Naseem Mohammed Rafee, Acting CEO of the Environment, Health and Safety Agency at Dubai Municipality, the project reflects the emirate’s commitment to humane values and responsible animal care.
She said the initiative promotes compassion toward animals while helping maintain ecological balance and sustainable practices, further strengthening Dubai’s reputation as one of the world’s most progressive and livable cities.
The current rollout represents a pilot phase, during which the smart stations will be monitored and evaluated. Insights from this stage will help improve and expand the initiative in the future. All the devices used in the project have been designed and manufactured in the UAE using advanced technologies.
Humane management of stray animals
Dubai Municipality follows a scientific and humane approach to managing stray animals. The municipality operates a temporary shelter that provides basic care to animals after they are collected.
It also runs the Trap–Neuter–Return (TNR) and Trap–Neuter–Vaccinate–Return (TNVR) programmes. Under these programmes, stray animals are trapped, neutered and vaccinated before being safely returned to their original locations if they pose no risk to the community.
Some rescued animals are also made available for adoption through the Dubai Municipality website to support animal welfare initiatives.
Authorities are also urging pet owners to follow proper care practices and treat animals humanely, especially when leaving home or travelling, to ensure their safety and wellbeing.

The ‘Ehsan Stations’ initiative builds on the municipality’s broader animal welfare efforts, including the ‘Fountains of Mercy’ project, which aims to install 50 water fountains for birds and wildlife in urban and desert areas across Dubai.
