The Dubai Maritime Authority, under the Ports, Customs, and Free Zone Corporation, has reported remarkable growth in the number of maritime permits issued in 2025 up to the end of the third quarter. The figures showed a more than fivefold increase compared to the same period in 2024. This sharp rise highlights the strong confidence of international investors in Dubai’s maritime business environment and the emirate’s growing influence as a global maritime hub.
According to the Authority’s latest statistics, permits for vessels engaged in commercial maritime activities recorded an unprecedented surge, growing over five times compared to the previous year. This growth indicates a significant rise in demand for marine trade, logistics, and construction operations in Dubai’s coastal areas.
In addition, the number of permits issued for towing operations of ships and marine vessels increased by 80%. This reflects the expanding scale of commercial and infrastructure projects along Dubai’s waterfronts and artificial islands.
Sheikh Dr. Saeed bin Ahmed bin Khalifa Al Maktoum, CEO of the Dubai Maritime Authority, stated that the recent expansion in the maritime sector is closely tied to the rapid progress of Dubai’s strategic development projects. These include large-scale waterfront developments, artificial islands, and sustainable marine initiatives.
He noted that such projects enhance Dubai’s advanced maritime infrastructure, positioning it as an attractive and secure destination for global investments. The city’s integrated approach—combining innovation, regulation, and sustainability—continues to set new benchmarks for maritime excellence.
Sheikh Dr. Saeed highlighted that permits related to commercial maritime activities, including marine construction and real estate development along Dubai’s coastline, have grown significantly. This rise demonstrates the increasing role of maritime operations in supporting Dubai’s wider economic vision.
Additionally, the notable increase in towing operation permits reflects the growing need for support services for ships and marine vessels, a sign of overall sector expansion. The Authority’s efforts to simplify procedures and ensure high safety standards have contributed to this sustained growth.
The Dubai Maritime Authority ensures that all permits issued adhere to strict international safety and environmental standards. Sheikh Dr. Saeed emphasized that the Authority’s regulatory framework is designed to balance economic development with ecosystem protection and the safety of human life and property.

Sheikh Dr. Saeed praised the leadership’s vision, stating that the remarkable achievements in the maritime sector reflect the wise direction of Dubai’s rulers. He concluded by saying, “The record surge in the maritime sector today is not just about numbers. These achievements reflect the strength of our strategic vision and our commitment to sustainable progress.”
As Dubai continues to expand its waterfront projects and promote environmentally friendly maritime initiatives, the outlook for 2026 and beyond remains highly positive. With world-class infrastructure, clear regulations, and growing investor confidence, the emirate is on track to further strengthen its role as a key global hub for trade, shipping, and marine innovation.
