Dubai Municipality has signed a Memorandum of Understanding (MoU) with the Mohammed Bin Rashid Housing Establishment (MBRHE) to provide flexible housing solutions that enable Emirati citizens to build homes efficiently. The partnership aims to simplify processes, enhance government integration, and improve regulatory and implementation models to raise housing service quality, satisfaction, and support sustainable urban development.
MoU Signed During GITEX Global 2025
The agreement was officially signed at GITEX Global 2025 by Eng. Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, and Mohammed Al Shehhi, Acting CEO of MBRHE. The MoU reflects both entities’ commitment to advancing the construction, housing, and building services ecosystem. It also focuses on providing citizens with affordable, high-quality housing solutions with minimal cost and administrative requirements.
Standardized Housing Models for Faster Execution
Under the MoU, Dubai Municipality and MBRHE will develop predefined standardized housing models to expedite approvals, licensing, and implementation of private housing projects. This approach aims to streamline procedures, unify communication channels, and improve citizens’ experience throughout the homebuilding process. By establishing clear standards, the partnership ensures efficiency and clarity of roles for all stakeholders.
Supporting Citizens at Every Project Stage
The collaboration covers all stages of housing projects, from design preparation and contractor selection to execution supervision and project completion. Dubai Municipality will provide soil testing, on-site inspections, interim approvals, and final completion certifications. MBRHE will coordinate with homeowners, tender projects, appoint contractors, monitor progress, and evaluate contractor performance, acting as project manager on behalf of citizens.
Focus on Digital Integration
As part of the partnership, both entities will enhance digital integration and data exchange to improve efficiency. Shared information will include licensing status, inspection results, project progress reports, and contractor evaluations. Unified digital channels will allow for smoother coordination of technical, administrative, and financial processes, ensuring faster and more transparent service delivery to citizens.
Commitment to Sustainable Housing
Eng. Mariam Al Muhairi, CEO of the Building Regulation and Permits Agency, said the partnership supports Dubai Municipality’s vision of government integration and sustainable housing services. The collaboration aims to deliver flexible, inclusive, and innovative housing solutions that provide citizens with stability, dignity, and an improved quality of life, in line with the Dubai Social Agenda 33.

Dhallal Bin Quraish Al Falasi, Assistant CEO of MBRHE, highlighted that the MoU reflects the Establishment’s vision to advance public housing through smart and flexible solutions. By integrating services, digital channels, and regulatory models, the partnership aims to accelerate the homebuilding process, ensuring transparency, efficiency, and alignment with Dubai’s sustainable urban development goals.
Enhancing Contractor and Project Management
Dubai Municipality will define and update contractor requirements and standards, maintaining an updated list of qualified contractors. MBRHE will coordinate homeowners’ selections, manage contracts, and monitor project compliance. The collaboration ensures high-quality execution, seamless licensing, and improved project oversight, providing citizens a simplified and integrated experience.
This MoU demonstrates Dubai’s commitment to enhancing citizen-centric housing services through innovation, digital integration, and collaboration between government entities. By simplifying procedures, providing flexible solutions, and supporting smart project management, the partnership aims to elevate the overall housing experience and contribute to a sustainable, inclusive urban environment for Emirati citizens.
