Dubai's Ambitious Sports Strategy Seeks 2.6 Million Active Participants by 2033

In a decisive move, the Dubai Sports Council (DSC) has unveiled an ambitious initiative aimed at boosting sports participation in Dubai to 2.6 million individuals by the year 2033. This initiative is part of the broader Dubai Sports Sector Strategic Plan 2033, which was initiated by H.H. Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, Chairman of the Dubai Sports Council. The plan's objective is to establish Dubai as a premier global sports hub, emphasizing community sports as a pivotal element.

The framework of the Strategic Plan is anchored around four key pillars: Community, Events, Clubs, and Talent development. It encompasses 19 distinct programs and 75 initiatives aimed at cultivating a thriving and sustainable sports ecosystem within the city. Vice Chairman Khalfan Jumaa Belhoul noted that this initiative is set to enhance the well-being of the community and elevate the overall quality of life in Dubai, positioning the city as the world's most active and sports-friendly destination.

Belhoul elucidated that the strategy will incorporate three primary community programs offering an array of sports activities accessible to all residents. These programs include tailored initiatives for senior citizens and public sports events held in local parks and community facilities throughout Dubai. Notably, individuals of determination will receive special focus, with dedicated annual events and competitions to bolster their engagement in sports.

The initiative also places considerable emphasis on women's sports, youth programs, and competitions in schools. A range of activities will be organized to motivate physical activity and foster lasting healthy habits among diverse community segments. Among the thirteen significant community ventures being launched is the 'Dubai District Games' alongside the expanded Sheikha Hind Women’s Sports Initiative, which aims to guarantee that sports opportunities are accessible to all residents.

The 'Dubai District Games' is a standout community venture designed to encourage healthier lifestyles while reinforcing local relationships. Comprising events in football, 3x3 basketball, volleyball, and badminton, it anticipates participation from over 3,800 individuals aged 18 and older over a period of 16 days. Slated for December 4-19, 2025, the finals will be hosted from December 17-19 at a central location yet to be identified. Teams will represent their respective neighborhoods across eight designated zones, with the finest teams competing for the coveted title of 'Dubai Champions.'

The Sheikha Hind Women’s Sports Initiative will transition from a two-week program to a continuous annual event, incorporating women's championships, health campaigns, and activities aimed at reaching over 200,000 participants across the next two years. The inaugural event will feature the World Triathlon Women’s Cup on December 7, followed by numerous championships catering to women of various age groups and backgrounds.

Additionally, the plan seeks to elevate student participation in school sports, aspiring to involve 70,000 students annually. The School Games Programme will broaden to include 26 sports competitions spanning 107 days, engaging approximately 25,000 students in selected events. Further efforts will feature community youth centers hosting year-round sports opportunities, activities for those with special needs, and sports competitions for labor communities distributed across ten venues, covering 12 sports disciplines.

This Strategic Plan emphasizes innovation in sports urban planning, integrating athletic facilities into emerging communities and modernizing existing areas to ensure equitable and inclusive access. The Dubai Sports Council is collaborating with the Dubai Municipality and the Roads and Transport Authority to guarantee that future urban development endeavors incorporate sports facilities.
