A military counter-intelligence officer from Canada, accused of leaking crucial information to a foreign entity, has been released from detention under strict terms, sparking significant security alarms.
Master Warrant Officer Matthew Robar, who has served for 24 years in the Canadian Armed Forces and is part of the counter-intelligence division, faces eight charges under the National Defence Act. The most severe allegation pertains to the unlawful sharing of classified operational details with an undisclosed foreign entity.
On Monday, Robar appeared in a military court in Gatineau, Quebec, just five days after his arrest and charges by military police. Before his release, he had been detained at Garrison Petawawa. Due to the sensitive nature of this case, numerous aspects remain undisclosed, and the Department of National Defence has refrained from commenting on the alleged foreign involvement.
Military Judge Colonel Nancy Isenor authorized Robar's release with comprehensive terms attached, encompassing both classified and non-classified stipulations. Key restrictions include the surrendering of his passport and the requirement to avoid all forms of contact—both physical and electronic—with the unnamed foreign entity, potential witnesses, and specified Canadian military members.
Robar is also required to steer clear of personnel associated with the Canadian Security Intelligence Service (CSIS) and the Communications Security Establishment (CSE), as well as refrain from interacting with anyone related to any foreign intelligence service. He is prohibited from discussing the case with members of Canadian Forces Intelligence Command or posting details of the allegations on social media.
This is not the first time Robar has been detained this year; he was previously held for 24 hours in October without charges before his conditional release. His subsequent arrest on December 10 was publicly confirmed by the military's provost marshal.
Prior to these criminal charges, Robar faced an internal disciplinary matter within his unit, leading to a reprimand earlier in the year, although he reportedly received little information about the accusations, which included disobeying lawful orders.
As the case develops within Canada’s military legal system, it is likely to attract significant scrutiny moving forward.
