EU Budget Risks Rise Despite Falling Error Rates, Warn Auditors

The European Union’s budget shows signs of improved accuracy, yet concerns persist over rising financial risks, according to the latest report from the European Court of Auditors (ECA). While the estimated level of error in EU spending has decreased, auditors caution that irregularities remain too frequent, highlighting ongoing weaknesses in oversight and accountability.

The report emphasizes that as discussions for the EU’s next long-term budget (2028–2034) unfold, policymakers must prioritize transparency, performance measurement, and fiscal sustainability. Interest payments alone could reach nearly €74 billion over this period, placing significant pressure on future budgets.

A critical concern highlighted by the ECA is the growing impact of borrowing obligations. By 2027, outstanding EU borrowing is projected to exceed €900 billion—almost ten times the level before the 2020 NextGenerationEU pandemic recovery initiative. This rise in debt could increase financial risks and challenge the implementation of EU programs if not carefully managed.

Auditors stress that solid guarantees and sufficient resources are essential to maintain the stability of EU finances. They urge decision-makers to incorporate lessons from past irregularities to ensure that future budgets are both transparent and sustainable, particularly as borrowing continues to shape the financial landscape of the Union.
