The UAE Ministry of Finance (MoF) organised the Financial Data Forum 2025 to discuss preparation of financial statements for federal entities for the fiscal year ending 31st December 2025. The forum highlighted updates to the financial circular and the application of the latest International Public Sector Accounting Standards (IPSAS).
High-Level Attendance and Participation
The event was attended by Younis Haji Al Khoori, Undersecretary of the Ministry of Finance, and Mariam Mohammed Al Amiri, Assistant Undersecretary for the Government Financial Management Sector, along with assistant undersecretaries, financial managers, and finance specialists from federal entities. Participants also included representatives from the UAE Accountability Authority and accounting students from public and private universities.
Focus on Governance and Transparency
Mariam Al Amiri said the forum reflects the MoF’s vision to build a federal financial environment based on governance and transparency. Discussing accounting developments and updates helps enhance financial efficiency and ensure accuracy in reporting, consolidating the UAE’s position as a global model in public financial management.

The forum included graduates and students in accounting and finance, providing them with exposure to international best practices. Al Amiri highlighted the importance of empowering national talent, bridging academic education with professional application, and preparing qualified cadres to lead future public and private financial sectors.

The forum featured interactive discussions, beginning with an opening podcast session led by Al Amiri. The session addressed the development of public finance, accounting, digital transformation, and continuous enhancement of federal financial systems to ensure precise financial statement preparation.
Detailed Analysis of IPSAS 41–44
A knowledge-sharing session focused on the new IPSAS 41, 42, 43, and 44 being implemented this year. Participants learned about compliance requirements, implications for federal financial reporting, practical case studies, and global best practices in public finance.
Review of Financial Circular Updates
The forum included a detailed presentation on Financial Circular No. (5) of 2025, providing instructions for preparing draft final accounts of federal entities and consolidated accounts for 2025. Updates covered presentation, disclosure requirements, and submission deadlines to ensure accuracy and consistency in reporting.
Role of UAE Accountability Authority
Representatives from the UAE Accountability Authority outlined key audit requirements and their role in supporting the quality of financial data, ensuring federal entities meet compliance and reporting standards.
Student Engagement and Future Preparedness
University students learned procedures for preparing financial statements according to best practices. The forum created a platform for dialogue between students and federal officials, enhancing alignment between academic output and practical government needs, and fostering youth engagement in strengthening the UAE’s financial ecosystem.
By combining training, updates on IPSAS, and student engagement, the Financial Data Forum 2025 reinforced the UAE’s commitment to transparency, accuracy, and long-term sustainability in public financial management.
