France has formally lifted its travel restrictions on Pavel Durov, the founder of Telegram, allowing him unrestricted movement while an investigation into alleged illegal content on the platform is ongoing. This marks a notable shift from previous judicial limitations imposed after his 2024 arrest in Paris.
The tech entrepreneur, who has Russian roots and a French passport, faced a formal investigation for claims that Telegram enabled illicit activities, including child exploitation and other crimes. Authorities asserted that Durov's team inadequately moderated harmful content, thus giving room for criminal networks to manipulate the popular messaging platform.
Following his detention last year, Durov was initially restricted from leaving France and placed under strict judicial supervision. In July, those conditions were relaxed, permitting him to make brief trips back to the United Arab Emirates—home to Telegram—for two-week intervals.
Now, with this latest ruling, the French authorities have completely lifted his travel restrictions, eliminating the need for regular police check-ins in Nice and allowing him to travel and reside without barriers.
Officials indicated that this decision follows Durov’s “full compliance” with all previous oversight measures over the last year.
Durov has repeatedly denied any involvement in illegal activities on Telegram. While being questioned in late 2024, he acknowledged that criminal elements had become more prominent on the platform, yet he maintained that Telegram has been enhancing its oversight without compromising user privacy.
He has also criticized the actions of French authorities, asserting that some content moderation requests did not align with lawful procedures. Durov described his detention as harmful to France's reputation as a “free country,” insisting that the case improperly targets him in the context of broader internet regulation challenges.
His legal representatives have decided against making any public statements following this recent development.
While the travel ban has been lifted, the investigation into Pavel Durov and the Telegram platform is still active. French officials are continuing their examination into whether the platform's features facilitated unlawful actions and whether Durov has any legal responsibility as its founder.
The case has garnered international attention, raising critical discussions about the delicate balance between digital freedom, privacy, and accountability in an age where encryption technologies are pivotal to global communication.
As the investigation unfolds, Durov's newfound freedom of movement may enhance his ability to manage business affairs, albeit under the watchful eyes of French law enforcement.
