Tegucigalpa, Honduras — The situation around former President Juan Orlando Hernández escalated on Monday as Attorney General Johel Zelaya instructed authorities to act on a two-year-old arrest warrant. This directive follows Hernández's release from a U.S. federal prison after receiving a pardon from former President Donald Trump.
Hernández was serving a lengthy sentence of 45 years due to his involvement in drug trafficking operations that funneled vast amounts of cocaine into the United States, marking a stark contrast to his prior status as a vital ally in the U.S. anti-drug initiative.
Attorney General Zelaya indicated that the arrest warrant, initially put forth in 2023 by a magistrate of the Honduran Supreme Court, pertains to allegations of fraud and money laundering. The order stipulates that it is to be executed if the accused is released by U.S. authorities. Along with the announcement, Zelaya shared an image of the official arrest warrant.
This legal proceeding is connected to the Pandora case, a comprehensive investigation accusing Honduran officials of misappropriating government funds via non-profit organizations to support political campaigns, including Hernández’s own 2013 presidential run. Numerous officials and politicians are implicated in this scandal.
Hernández's legal representatives have denounced the arrest warrant as a politically driven maneuver. His lawyer, Renato Stabile, characterized it as “a desperate display of political drama” aimed at intimidating the former president, asserting that the allegations are “entirely unfounded.”
Since his release, Hernández has reportedly been in a secure location for safety, according to his wife. Meanwhile, Honduras is bracing for a tightly contested election for a new president and Congress. Former Tegucigalpa Mayor Nasry Asfura, backed by Trump, has a slight lead against opposition candidate Salvador Nasralla. A victory for Asfura might pave the way for Hernández's return, while Nasralla emphasizes combating corruption and has raised questions about Hernández’s past electoral success.
The Trump pardon, announced just ahead of Honduras’ national elections, ignited widespread astonishment and debate both locally and abroad. Advocates of the pardon see it as rectifying alleged prosecutorial bias, whereas detractors argue that it undermines accountability for high-ranking corruption and drug trafficking.
As Honduras navigates its political landscape, the arrest order highlights the ongoing conflict between local law enforcement imperatives and international political influences.
