Low Voter Turnout Marks Hong Kong Legislative Elections Under Patriotic Restrictions

In the recent legislative elections in Hong Kong, held on December 7, the city experienced one of its lowest ever voter turnouts, continues to be impacted by Beijing’s strict “patriots only” regulations. Nearly 1.3 million voters participated from a pool of 4.1 million registered voters, leading to a turnout rate of 31.9 percent. Though this figure slightly surpasses the all-time low of 30.2 percent from the initial election under these new rules in 2021, it highlights an ongoing decline in public involvement within a tightly regulated political environment.

Following significant pro-democracy protests, Beijing revised Hong Kong’s electoral system in 2021, reducing the number of directly elected positions to 20 out of a total of 90 and ensuring that only pro-Beijing candidates were eligible. This election featured 161 candidates approved by the government, with notable pro-democracy parties absent: the Civic Party dissolved in 2023, while the Democratic Party is in the process of ceasing operations. Additionally, many incumbent lawmakers, including prominent figures like Regina Ip and Legislative Council President Andrew Leung, opted not to seek re-election.

Held at the Hong Kong Convention and Exhibition Centre, this election lacked the fierce competition between pro-democracy and pro-Beijing factions seen in years past, where pro-democracy candidates typically garnered around 60 percent of the popular vote. Analysts suggest the low voter turnout indicates a growing indifference among the public and diminishing political freedoms under Beijing’s control, despite the swift announcement of winning candidates by authorities.

This election further underscores the evolving political climate in Hong Kong since the pro-democracy protests, as public engagement continues to wane under the “patriots only” restrictions, raising pressing concerns regarding the city’s representation and long-term political durability.
