In a strategic initiative, Indonesia is reaching out to its global diaspora by launching a new program that allows former citizens and those of Indonesian heritage to reside and work in the nation indefinitely. This effort aims to mitigate the ongoing “brain drain” while leveraging overseas talents for national progress.
Named the Global Citizenship of Indonesia (GCI), this new policy grants unlimited stay permits to individuals who previously held Indonesian citizenship or have strong ancestral connections. The decision comes at a crucial time as more Indonesians are seeking better educational and employment prospects abroad, prompting renewed discussions about dual citizenship rights.
Indonesia currently does not support dual citizenship for adults, requiring citizens to choose one nationality at 18. However, with the introduction of the GCI, eligible individuals—including children from mixed marriages and foreign nationals of up to the second generation—can now return or remotely contribute to Indonesia without renouncing their acquired citizenship.
The GCI framework draws inspiration from India's Overseas Citizenship initiative, which permits people of Indian origin to reside and work in India while holding another nationality. Officials believe that by offering similar benefits, Indonesia can harness the skills, knowledge, and investment potential from its overseas community.
Recent figures indicate the pressing need for initiatives like this one: approximately 4,000 Indonesians obtained Singaporean citizenship between 2019 and 2022, contributing to a talent exodus from a population of 280 million—the fourth-largest in the world. Government officials view the GCI as a pivotal opportunity to turn this outflow into a beneficial strategy, inviting Indonesian nationals abroad to either return or maintain robust professional connections with their homeland.
The government's stance seeks a balance between legal limitations on dual nationality and the pressing requirement to assimilate global expertise, aiming to bolster the economy while preserving cultural and familial bonds. Analysts propose that with effective management, the GCI could serve as a blueprint for other nations encountering similar challenges related to talent migration.
