Kuwait Bans Hezbollah, Reaffirms Security Stance in Lebanon

On Monday, Kuwaiti Interior Minister Sheikh Fahad Yusuf Al‑Sabah confirmed that Hezbollah remains banned in Kuwait. The group is officially listed as a terrorist organization, with its activities strictly prohibited on Kuwaiti soil.

Strong Legal Foundations

This decision follows confirmed security breaches by Hezbollah members in Kuwait. Sheikh Fahad referenced investigations and court rulings, including those connected to the 2015 “Abdali Cell” arrest. These issues showed real danger to Kuwaiti stability.

Support for Lebanon’s Security

Despite the ban, Sheikh Fahad emphasized Kuwait's unwavering support for Lebanon’s security. In meetings with Lebanese leaders, he confirmed Kuwait's commitment to joint security efforts and stability across the region.

Activation of Gulf‑Lebanon Ties

In Beirut, Sheikh Fahad met with Lebanese President Joseph Aoun. He called for full activation of the Lebanese‑Kuwaiti Higher Committee, aiming to explore cooperation across security, drug control, and shared threats.

Hezbollah Presence in Kuwait?

When asked if Hezbollah still had elements operating in Kuwait, Sheikh Fahad responded: “It remains on our list of terrorist organizations, and nothing will change.” He added, “Kuwait’s security is a red line,” and pledged to prevent any disruption to national safety.

The Abdali Cell Case

The 2015 Abdali Cell arrest involved Kuwaiti citizens trained by Hezbollah in Iran and Lebanon. This group was found with weapons and explosives intended for attacks inside Kuwait and indicted for espionage and smuggling, highlighting Iran-backed plots.

Recent Financial Crackdowns

Earlier this year, Kuwait also sentenced individuals for financing Hezbollah through fake charity channels. Authorities dismantled a network that sent substantial funds from Kuwait to Hezbollah under the guise of donations.

Regional Impact of Hezbollah Weakness

Hezbollah has faced large setbacks from Israeli military strikes, with senior leaders killed. Syria’s changing situation has further cut off key weapon routes. These setbacks weaken Lebanon’s internal political balance and strain regional ties, especially with Gulf states.

Lebanon’s Call for Support

President Aoun, while welcoming Kuwait’s firm stance, stressed the strong bonds between the countries. He thanked Kuwait for its humanitarian support and praised efforts to deepen cooperation in security — including areas like drug control and border safety.

Broad Meetings in Beirut

Sheikh Fahad also met with Prime Minister Nawaf Salam and Parliament Speaker Nabih Berri, reflecting a full diplomatic effort in Beirut. These meetings aimed to restore and strengthen Kuwait-Lebanon ties despite regional challenges.

Ongoing Gulf-Lebanon Progress

Recent ties include a visit by Kuwaiti Emir Sheikh Mishal in May and the elevation of diplomatic relations. Kuwait offered help in combating drug trafficking and reaffirmed its dedication to deepening Gulf-Lebanon cooperation.

Why This Matters

  • The Hezbollah ban sends a clear warning: Kuwait will not tolerate threats within its borders.
  • By making a firm stance, Kuwait aims to protect internal security and regional stability.
  • Lebanon benefits from tightly-knit support in police, border control, and anti-narcotics efforts.

The Red Line

Sheikh Fahad’s warning was clear: “Kuwait’s security is a red line.” He highlighted the country’s zero tolerance for groups that threaten national unity and peace, reinforcing that Kuwait will act decisively.

Regional and Global Significance

Kuwait’s stand supports Gulf unity and reflects a broader stance against Hezbollah’s role in regional instability. It encourages other Gulf states to stay firm on security and helps create a safer Middle East regionally and internationally.

What to Expect Next

  • Activation of the Kuwaiti‑Lebanese Higher Committee toward concrete actions.
  • Joint plans for border security, drug enforcement, and anti-smuggling strategies.
  • Ongoing monitoring and legal measures to maintain Hezbollah’s banned status in Kuwait.
  • Possible future security exercises or training programs as part of deeper cooperation.

Kuwait’s reaffirmation of Hezbollah as a banned terrorist group and its clear stance at the highest political level sends a strong message of commitment to national security. At the same time, Kuwait’s ongoing diplomatic visits and offers of support — especially toward Lebanon’s security — show a balanced approach. This policy protects Kuwait while helping Lebanon through joint action on concrete security issues.

This move is consistent with Gulf countries’ shared recognition that Hezbollah‘s influence is destabilising. As a result, Kuwait stands firm, and Lebanon finds a partner willing to support its own internal security and resilience.
