Kuwait’s Court of Cassation has sentenced former Interior Minister Sheikh Talal Khaled Al-Ahmad Al-Sabah to three years in prison. The ruling was announced on June 16, 2026, marking one of the most significant legal decisions involving a former senior government official in recent years.
Conviction Linked to Secret Expenditure Case
The court convicted Sheikh Talal in a case related to secret expenditure funds and imposed a fine of 3,000 Kuwaiti dinars, equivalent to approximately $9,700. The ruling follows a lengthy legal process examining financial practices during his tenure in senior government positions.
Former Minister Held Key Government Roles
Sheikh Talal, 59, served as First Deputy Prime Minister and Minister of Interior between October 2022 and January 2024. Before that, he held the position of Deputy Prime Minister and Minister of Defense from March 2022 until October 2022, making him one of Kuwait’s most prominent political figures during that period.
Earlier Court Had Ordered Longer Sentence
The latest decision follows a previous ruling by Kuwait’s Ministers Court in January 2025. At that time, Sheikh Talal was sentenced to a total of 14 years in prison after being convicted in separate cases involving expenditures linked to the Ministries of Defense and Interior.
Defense Ministry Case Involved Financial Violations
In the Defense Ministry expenditure case, the former minister received a seven-year prison sentence. The court also ordered him to return 500,000 dinars and pay a fine of one million dinars. An expatriate co-defendant was sentenced to four years in prison and later ordered to leave Kuwait after completing the sentence.
Interior Ministry Case Led to Additional Charges
A separate investigation concerning Ministry of Interior expenditures resulted in another seven-year prison sentence. The court ordered Sheikh Talal to return nearly nine million dinars and imposed an additional fine of 19 million dinars related to the financial violations identified during the investigation.

The ruling reflects Kuwait’s ongoing efforts to strengthen accountability and combat corruption within public institutions.
