French President Emmanuel Macron has urged for enhancements to the U.S. peace initiative for Ukraine, asserting it must be more equitable and acceptable to both Ukraine and Europe. Addressing a gathering on Tuesday, Macron pointed out that while the proposal indicates progress, certain aspects demand further dialogue and negotiation.
Recently, the U.S. introduced a 28-point peace framework aimed at concluding the ongoing conflict between Russia and Ukraine. However, this plan took many officials in the U.S., Kyiv, and Europe by surprise as it seemingly leaned towards Russia's interests. Macron clarified that achieving peace shouldn’t imply Ukraine's capitulation or coerced concessions.
He emphasized that it is solely Ukraine's decision regarding any territorial compromises it may be willing to entertain. Macron commented, “What was presented provides insight into what might be acceptable to the Russians. But does that mean it should be endorsed by Ukrainians and Europeans? Absolutely not.”
Moreover, Macron stressed that post-peace, Ukraine’s foremost aim must be to rebuild and enhance its military capabilities without constraints. He also remarked that frozen Russian assets retained in Europe should exclusively be under European control.
The U.S. framework suggests curtailing the size of Ukraine’s armed forces and attributing control over the frozen Russian assets to Washington, raising concerns among European leaders.
Additionally, Macron discussed the establishment of a reassurance force that could be stationed “well away from the front line” once peace is formalized. This force would comprise troops from Britain, France, Turkey, and other nations to assist in training and ensuring security in Ukraine post-conflict.
He noted that approximately 20 countries have already extended their support in various capacities, including air, land, and maritime assistance.
This remarks from Macron precede a video conference involving nations committed to aiding Ukraine's reconstruction after the war. His statements reflect the ongoing collaborative efforts by global leaders to achieve a peaceful and equitable resolution while safeguarding Ukraine’s sovereignty and security.
